During the biennium projected underexpenditures go into a periodic rebalance
plan that the Department presents to the Legislature Emergency Board.  In each
rebalance plan DHS seeks legislative authority to apply anticipated savings
from any program area to other program areas where costs or caseloads are over
originally budgeted amounts.

At the end of the biennium any savings revert to the state's general fund.
