MISSION STATEMENT
RFM is a privately held firm providing a wide range of environmental consulting services to its clients on a quick response basis. Our mission is to help facilitate the transfer, reuse, and renovation of property by quickly identifying, quantifying, and reducing the environmentasl risk faced by our clients. We are structured to provide high quality, experienced consulting at a very competitive price.
COMPANY OVERVIEW
The principal of the firm is Robert F. Murphy. Mr. Murphy is a Senior Envirponmental Scientist and recognized Environmentasl Professional with 28 years of environmental experience, and 26 years as a consultant. He is supported by a staff of Professional Engineers, Professional Geologists, and certified asbestos, tank, and environmental inspectors.

ENVIRONMENTAL ASSESSMENTS
RFM provides a comprehensive package of environmental assessment services for commercial/manufacturing clients, financial institutions, developers, realtors, insurance companies, and law firms. Services include Phase I, II, & III environmental due diligence audits, environmental compliance audits, PA Act 2/ISRA consulting, environmental impairment and contractor liability risk assessments, and contaminant release investigations.
LEAD-BASED PAINT ASSESSMENTS
RFM conducts lead-based paint assessments of residential homes that fully meet the requirements of the Residential Lead-Based Paint Hazard Reduction Act of 1992 (Title X). RFM utilizes certified professionals using X-Ray Fluorescence (XRF) technology. This allows the most thorough evaluation of a home or commercial/industrial building. We provide the client with a letter report of findings in less than 10 days.
UST SERVICES
RFM provides UST closure and remediation services to its clients. RFM provides direct support to the tank owner/operator to secure qualified low-priced contractors, to ensure the work complies with all UST regulations, and if necessary, to prepare a cost-effective remedial investigation work plan and manage a successfull remedial solution. RFM also conducts soil testing around USTs to determine if historical leakage has occureed prior to removing the tank.
ASBESTOS SERVICES
RFM provides asbestos surveys and management plans to building owners and property managers. AHERA trained asbestos professionals are used to identify and manage the environmental and occupational risks posed by this highly regulated substance.
RCRA CONSULTING
RCRA services include treatment, storage, and disposal facility (TSD) audits. The TSD audits are performed for RCRA generators to reduce their future liability associated with off-site hazardous waste disposal. Other services include preparation of Part B Permit Applications, closure plans, and delisting petitions.
PRP INVESTIGATIONS
RFM has experts who have reduced clients' environmental liability at NPL and non-NPL CERCLA sites by millions of dollars. Services include identifying additional PRP's, and technically supporting clients to reduce their remediation cost allocation.
CERCLA CONSULTING
RFM provides support to PRP's, law firms, and steering committees at NPL and non-NPL CERCLA sites. Services include preparation and technical review of sampling, quality assurance, and health and safety plans. Also provide preliminary assessment/site investigation (PA/SI) and remedial investigation/remedial alternatives analysis (RI/RAA) support, as well as the preparation of removal action work plans and implementation of engineering evaluation/cost analysis (EE/CA) studies. Our staff has experience in negotiating remedial/removal actions with regulatory agencies.
SPILL CONTROL & POLLUTION PREVENTION PLANS
RFM offers an innovative service to reduce a facility's environmental compliance costs. We consolidate various spill control plans that a facility must maintain under various state and federal environmental laws into a comprehensive plan which eliminates duplication of effort and contradiction between plans, and allows the facility to more easily meet all regulatory requirements. Specifically, we combine the Pollution Prevention Plan, SPCC Plan, Discharge Prevention Plan, Stormwater Pollution Prevention Plan, Facility Response Plan (Oil Pollution Act of 1990), and the Hazardous Waste Contingency Plan into one document that meets all the applicable laws
POLLUTION PREVENTION/ENERGY AUDITS (P2/E2)
RFM is certified to perform P2/E2 assessments that meet Pennsylvania Act 190 requirements. Most of the cost of these assessments are reimbursed by PADEP for small businesses in Pennsylvasnia. These assessments usually result in significant savings to our clients.
PA ACT 2 INVESTIGATION AND REMEDIATION
RFM conducts PA Act 2 assessments, sampling and analysis, environmental risk evaluations, and remediation planning in support of PA Act 2 voluntary remediations. Experienced with PA statewide health standards, background standards, site-specific standards, and special industrial standards. Have successfully completed Act 2 remdiations in PA.
ISRA REMEDIAL INVESTIGATION/REMEDIAL ACTION
Completed numerous RI/RAs in New Jersey associated with spills of transformer oil, hydraulic fluid, diesel fuel, and gasoline. The RI/RA Reports meet all the requirements outlined in NJDEP guidance. The soil and groundwater remediations are designed to meet either residential or non-residential direct contact standards depending on the location of the release.
