Referee Handbook
I) Financial Issues

    A) Official needs to contact Club President to get on the official list..                    
    B) New officials who work 5 games or more will receive a check for $50 after they have officiated some games. This is to             help cover the cost of the uniform. If the new official misses a game they signed up for & do not give reasonable                    notice, the bonus is deducted from their paycheck.    
    C) Officials who make all the games they signed up for and officiate at least 5 games, receive a $30 bonus to suppliment             the cost of certification. Bonus is prorated for less than 5 gamees.
    D) Pay Scale:
        1) U17 - U18 = Center $45 / Line $22.50
        2) U15 - U16 = Center $40 / Line $20
        3) U13 - U14 = Center $35 / Line 17.50
        4) U11 - U12 = Center $30 / Line $15
        3) U10 = Center $20 / Line $13
        4) U8 = Center $15
        5) U6 = Center $15
    E) In order to get credit for a game the center official must fill out a St. Anthony Soccer Club game report.
           The home team coach will supply them. Side line judges must make sure their name is in on the report.
    F) Officials paid as follows: (3rd or 4th week in August & 3rd or 4th week in November)
II) Game Environment :
    
    A) Non-abusive / supportive / controlled
        1) A referee keeps the game under control by making proper calls with confidence.
               The easiest way to keep a game under control is to blow your whistle loud after a violation!  
               BE IN POSITION AND BE DECISIVE !
        2) Work with coaches - not against. Talk with coaches before the game so they see you as a person, not “the enemy”.               Let them know what you expect from them and how you call the game.
               Younger players may need instruction on the field, discuss this with the coaches.
        3) Line Judges / Assistant Referees should be supportive of the center judge. Work as a team, one of the officials may
               have a better view of the play  than the other, extra communication may make for an accurate call and create
               confidence in the officiating crew.  Problems or situations may need to be discussed during a break.
         4) If a Line Judge / Assistant Referee hears incorrect interpretations of rules on the side-line during the game,
               talk to the coach at a stoppage in play, half-time or at the end of the game to correct the misunderstanding.
        5) Always be watching and active in the game. Stand where you should stand and watch the game even if the ball
               is on the other side of the field. Parents and coaches get upset if they think you are not serious about the game.                        
    B) Behavior Code:
        1) Officials
            a) Always talk in a clear concise manner.
            b) Never yell.
            c) Do not get angry, always maintain control.
            d) Always use appropriate language. No swearing or name calling.
            e) Do not physically touch players
            f) Only officials who are old enough and physically capable of restraining players may do so in the rare case that it
               may be required. If you have to stop and think whether or not you are able to stop a situation - you are not !
               Do not get in the middle of something you can not handle.
               Request the coaches to restrain their players if necessary.
        2) Players
            a) Should act in a sportsman like manner.
            b) Should not argue with officials.
            c) Should not be physically or verbally abusive.
        3) Coaches
            a) Should act in a sportsman like manner.
            b) Should not argue with officials.
            c) Should not be physically or verbally abusive.
        4) Behavior problems should be addressed by using the proper cards for U11 and above games.
               Be calm and under control when giving cards or verbal warnings.
               Use verbal warning when dealing with U10 players and below.
               First talk to player about behavior. If  improper behavior continues talk to coach about the behavior.
               If behavior continues for a third time, the player must be removed from the game.
               Coaches receive two verbal warnings and then are asked to leave the game. Poor behavior may be reported
               to the club by either contacting the Official Administrator or by recording the incident on the back of the
               St. Anthony Soccer Club Game Report.
III) Club Support

    A) The St. Anthony Soccer Club will support the officials in the following ways:
        1) The club will supply a support staff that officials may turn to for help.
        2) Less experienced referees will work with more experienced referees until they can confidently work on their own.
        3) Pre-season orientation meeting.
        4) Coaches should thank officials after games.
        5) Referee Developers will randomly critique games and share their findings with officials. More time will be spent
                with newer referees. The goal is to speed the development of the new referee and make the learning experience
               a good one. Everyone is on “your side,“ no one is against you!
IV)  Training for Referees - Meeting
    A) Referee’s role - communicate, train and coach.  Keep the game fun, fare, and  safe.
    B) Game day, what to expect and actions to take:
          1)Equipment check before you leave home. Uniform, cards, flags, whistle, rule book.
          2) Pregame:
               a) Be in proper attire which includes “tucking in” your jersey.  If you are  going to be a referee - look like one.
                    It will support your position of being “in charge”.
               b) Determine officials positions for the game.                                
               c) Walk the game field and observe special characteristics or danger areas to be communicated to teams.
               d) Check the nets, corner flags and field markings.                                
               e) Obtain and check laminated player passes as well as the game report.
               f) Obtain the game ball.
               g) Check in the players. Ensure all players have shin guards and the guards are completely covered by
                    stockings, no jewelry and cleats are the proper type., no toe cleats.
               h) Call the team captains to center circle about 5 minutes before the game for the Coin Toss and Direction of
                    Play selection.  Mention any field condition issues,  how you call throw-ins and any other relevant subjects.
                    Tell the captains to see you at game stoppages if they have questions or concerns to address.
               i)Talk to coaches and explain your position on, throw-ins, off side, fouls, etc.  Tighter calls as kids get older.
               j) Explain direct and indirect hand signals.  This will eliminate confusion on the field and sidelines.
               k) Cover weather issues: heat and how that may effect the game.  Ex.-  adding a short water break in the
                    1st and 2nd halves.  Possibly using quarters if scheduling allows for the additional time.  Severe weather
                    and how it will be handled.
               l) Ask the coaches if they have any questions.
               m) Have the game clock ready, check goalies for being ready and then start the game.
