ISRAELI STUDY SAYS NEW DRUG CAN CONTROL CHILD MOLESTERS

A drug that blocks the male sex hormone "Testosterone", appears to be highly effective in keeping child molesters under control, according to an Israeli study. The drug was tested in Israel on men with a history of pedophilia. It totally stopped their sexual fantasies and desires as well as their abnormal sexual behavior. The drug, called "Triptorelin", is made by a Swedish pharmaceutical company, which helped pay for the study. The results were published in today's issue of the New England Journal of Medicine. The study, directed by Dr. Ariel Rosler of Hadassah University Hospital in Jerusalem, as conducted on 30 men. They were given monthly injections of the drug. The drug appeared to be 100% effective in the 24 men who stayed on the treatment for at least a year. "Triptorelin" is not yet available in the United States. Even though Triptorelin was not compared to other drugs, the researchers said it appears to be more effective and carry fewer side effects.

* THE STATE OF CALIFORNIA PRESCRIBES CASTRATION FOR MOLESTERS!

On August 29, 1996, California became the first state in the nation to "require" either the "chemical" or surgical castration of "Repeat Child Molesters". By a 51 to 8 vote, the State Assembly passed a bill already approved by the Senate that "requires" anyone convicted of "Two Sexual Assaults on Minors" to be injected with a drug that reduces sex drive, if they choose not to be "surgically" castrated at the government's expense. Governor Pete Wilson, who backed the measure as a step toward controlling what he called "deviant" behavior, has signed the legislation. Experts said that the new California law was the most severe measure in the nation aimed at child molesters.

* THE STATE OF GEORGIA ADOPTS CHEMICAL CASTRATION!

On Thursday, May 1, 1997, Georgia became the second state to enact a Chemical Castration Law, requiring Paroled Child Molesters to get hormone shots to lower their sex drives.

The bill, signed into law by Governor Zell Miller, authorizes judges to order the parolees to be injected weekly with a steroid that lowers their sex drive.

Those parolees who refuse the treatment would stay in jail.

Several other states are trying to pass similar laws. Under the new legislation, paroled sex offenders would sign an agreement to take regular doses of the steroid and undergo counseling.

They also would have to be informed of possible side effects, which include gall bladder disease and diabetes, and would have to pay for the treatment, which costs about $35.00 per weekly injection.

No fewer than 8,160 child molesters sit in state prisons in Texas. Most of them are repeat offenders. New legislation takes aim at the root of the problem; a bill passed last week offers repeat sex offenders Surgical Castration

Texas is the first state to put a Castration Law into effect. Michican and South Carolina had such laws struck down. South Carolina's Supreme Court found it unconstitutional to trade Castration "for a suspended sentence"; Michigan's Court of Appeals ruled that Voluntary Castration, as a condition of probation (which many think not voluntary at all), was unlawful. Scandanavian countries and Germany offer Castration, of the chemical kind, to their child sex offenders.

Pro-snip campaigners are happy with the Texans' innovation. "This is the most positive proactive piece of legislation out there", says Justice For All, a crime victims group. The figures favor that view: onr German study involving 1,600 men found that the rate of repeat sex offenses dropped from 84% to 3% after castration.

Other observers are not so sure. They call castration "barbaric" and feel that it gives the public a false sense of security by playing to people's desire for an easy solution to a complex problem.

Inmates in Texas will have to volunteer for it. Although compulsory castration of repeat sex offenders would have been a cheering prospect to most Texans, legislators found it unethical and probably unconstitutional. To prevent state coercion, an independent third party will monitor the process. Offenders must also sign a statement admitting guilt and must undergo counseling and psychiatric examination for 10 years after the procedure. Willingness to submit to the scalpel will not, as some Texans feared, bring a reduced sentence.

The only benefit to the offender will be a better chance of leading a reformed life once released.

Much of the impetus for the bill came from the experience of Larry Don McQuay, a convicted child molester from San Antonio who has publicly begged the authorities to castrate him. McQuay claims to have assaulted more than 200 children, and says he will add to this number as soon as he is released if he does not have the operation.

Larry Don McQuay may now be among the first convicted and incarcerated repeat sex offender to benefit from the bill.



THE FLORIDA SEXUAL PREDATOR REGISTRY LAW

Florida law, effective 7/1/96, requires the Florida Department of Law Enforcement to maintain an updated list of sexual offenders in this state after a court has made a written finding designating them as a Sexual Predator as that term is defined by Florida statute. Under Chapter 119, Florida Statutes, the Public Records Law, any of the public records of the Department of Law Enforcement are available for review upon request, subject to statutorily-authorized editing of exempt or confidential information.

IMPORTANT REMINDERS:
Positive identification of a person believed to be a Sexual Predator cannot be established unless a fingerprint comparison is made.

It is illegal to use public information regarding a registered sexual predator to facilitate the commission of a crime. Two databases related to sexual predators are presently accessible as public records of the Department of Law Enforcement.

CASTRATION: EFFECTIVE CONTROL OF SEX CRIMES

CONVENTIONAL THERAPY DOESN'T STOP SEXUAL PREDATORS! A SIMPLE SURGICAL PROCEDURE WILL!

"Now that California, Georgia and Montana have passed a chemical castration law and Texas has passed a bill that would allow repeat sex offenders to seek voluntary castration, it's interesting to note the sky has not fallen and the Constitution is still intact. Instead, Texas has become the third state to take a most important step in finally protecting our children.

In 1991, Steven Butler was charged in my court with aggravated sexual assault of a child. At the time of his offense, Butler was on probation for committing another sexual assault of a child two years earlier. I had been quoted in The Houston Post as endorsing castration of sex offenders due to the failure of our criminal justice system to keep them locked up and the failure of all conventional counseling to treat them.

Butler read the article and asked me to put him on probation with surgical castration as a condition. He had received counseling, which didn't help, and was concerned he would continue to rape young girls.

The Harris County District Attorney's Office was notified of the request and talked to the victim's family, who gave its approval to the proposed plea bargain. Butler was seen by several psychiatrists and psychologists to assure everyone that he was making an informed and voluntary decision. After all this was done, all parties were confident Butler would benefit from the treatment and would be much less of a threat to children.

A surgeon agreed to perform the operation at no cost to the state. However, members of the African-American community intervened, raising arguments that the procedure was racist because Butler was African-American and I was white. The surgeon withdrew his offer, and we informed Butler we could not honor his request, much to his chagrin.

Immediately after the publicity of the Butler case subsided, I started receiving letters from Larry Don McQuay, a convicted pedophile, asking for information concerning castration and for help in petitioning the state to honor his request for this treatment before his release. For five years, his desire for castration had been ignored because it was not conventional treatment.

Not until McQuay's mandatory release to a halfway house in Houston was imminent did the public become informed, and the state finally reacted.

SEX THERAPY

Unfortunately, it took an extreme case like McQuay's to bring the issue of sex offender treatment to the forefront. His mandatory release prompted the Texas Attorney General's Office to issue an opinion on the legality of castration.

In discussing the effectiveness of castration, it is important to point out the ineffectiveness of conventional therapy/counseling to date. An exhaustive 1989 review of sex offender recidivism and conventional treatment in North America and Europe published in the Psychological Bulletin concluded 'there is no evidence that treatment effectively reduces sex offense recidivism'. To make matters worse, the re-offense rate often was higher for conventionally treated offenders than for untreated ones.

Although chemical and surgical castration are equally effective in lowering the testosterone level, the primary drawback to successfully maintaining this lower level requires a person who is castrated to undergo weekly maintenance injections, a procedure not required of a person who is castrated surgically. Accordingly, the public's safety is enhanced by eliminating the potential for an offender to regain his former aggressive condition.

The following are some baseless myths-- and refutations -- concerning this humane and effective treatment:

MYTH: castration mutilates a man's body.

FACT: An orchiectomy is a very simple surgical procedure in which a small incision is made to remove the testicles from the scrotum. The operation is far less invasive than a hysterectomy or much of the cosmetic surgery performed today. It typically is an outpatient procedure and replacing the testicles with prostheses makes the procedure virtually undetectable.

MYTH: castration is cruel and unusual punishment.

FACT: What could possibly be cruel about a treatment that allows a person to live a more normal life without the constant urge to molest children? It is unusual in the sense that it is the only permanent treatment that works with the offender.

MYTH: Castration will not be any more effective than conventional counseling.

FACT: European research over the past 30 years shows that in every single clinical study, the re-offender rate drops drastically to lo less than 5% for those who receive the treatment. It is after the surgery has been completed that counseling will be needed in order to aid the offender during the transition of changing lifestyles. Conventional counseling can be effective in conjunction with castration.

MYTH: Castration will only make the offender more violent by using other methods to molest.

FACT: Another positive aspect of castration is that it reduces not only the sexual impulse, but all aggressive traits in a person. A 1991 Czechoslovakian study of 84 castrated sex offenders revealed that only 3 men (out of 84) committed another sex offense after castration, and none were of an aggressive character.

A Danish study in the 1960s that followed 900 castrated sex offenders found that the recidivism rate dropped to 2.2%, and, similarly, none of these offenses were of an aggressive character.

MYTH: Castration is racist punishment.

FACT: Of the 11,000 identified sex offenders in Texas prisons, 45% are white; 24% are African-American and 30% are hispanic.

MYTH: The problem is between the ears, not between the thighs.

FACT: This unsupported opinion is based on the supposition that rape is all about power, domination and control without any sexual component. The clinical studies show that rape is a combination of power, domination and control along with a strong sexual impulse.

It shouldn't really matter which theory of rape is ascribed to. What is much more important is finding treatment that will protect our children.

MYTH: A civilized society cannot permit this barbaric treatment (castration).

FACT: A civilized society, if we dare call ourselves that, cannot permit the numbers of rapes that occur. A civilized society must be open to all treatments of sex offenders in order to change the unconscionable odds we have given to the innocent among us.

TAKE ACTION

It has been a long struggle to reach a point where we can have a serious discussion concerning the effectiveness of castration as a treatment. This discussion also will make the public more aware of the facts concerning the surgery.

Even though research shows castration to be a humane and effective treatment of the sex offender, our first concern should be for the victims of this horrendous crime. Opponents of castration have focused their attention on the sexual predators, which regulates victims to footnote status.

For more than 200 years, our government's primary responsibility always has been the protection of the innocent, especially our children. We have every right to expect our government to do whatever it takes to accomplish this goal.

Steven Butler and Larry Don McQuay were the catalysts for the California, Montana, Georgia and Texas laws, allowing these states to take the lead in finally protecting our children.

Now it's up to the rest of the nation to do the same!"

Who are the most heinous of criminals and what are, exactly, the most shockingly evil, hated, abominable, grossly bad, execrable, nefarious and wicked of all of our multitudes of criminal types?

This is a question which should, by now, have been well established because there is a need to identify the worst crimes in order that we may focus our attention and research on the most serious cases.

MY selection is the Sex Offender.

Under this rather innocuous label I find a Pandora's Box full of horrors. Sex Crimes are motivated by the strongest drives to which humanity is heir. Indeed, some of us believe that these are the strongest drives in the entire animal kingdom:

Procreation, Preservation of the Species, and Self-Preservation...serve as the very staff of life.

These drives have brought mankind to his present state of development through millions of years while more powerful - but more phlegmatic creatures have died out.

The rule of survival of the fittest, it would seem, is also the rule of 'survival of the sexiest'.

It is not incongruous, then, that the great power of this drive should, when channeled erroneously against society, be conducive to horrid and grotesque crimes.

Under the heading of Sex Offender, I would rank the specific crimes, from most to least heinous, as follows:

These brief descriptions of these criminal types are taken from... "The Sexual Offender and His Offenses - Etiology, Pathology, Psychodynamics and Treatment" by Dr. Benjamin Karpman:

*THE LUST-MURDERER requires strong emotions heightened by violent murder or mutilation as a condition of potency; while in rape-murder, the killing is often to prevent discovery. The Lust-Murderer needs the powerful stimulus, to his entire central nervous system, that his act provides. This crime is characterized by:

1.Periodic outbreaks of paroxysmal sexual hunger;
2.Cutting or stabbing of busts and genitals;
3.Sometimes erection and ejaculation - often no intercourse; and
4. Behavior normal until the next paroxysm.

*THE SADIST achieves sexual satisfaction through inflicting pain on others and THE MASOCHIST achieves it through pain or degradation inflicted upon himself. Although one is the inverse of the other, they both are manifestations of the same drive -- the need for punishment. An extreme is suicide.

*THE CANNIBAL and THE VAMPIRE are types of sadistic lust-murderers who eat their victims' flesh and drink their blood for sexual satisfaction.

*THE RAPIST is one who obtains carnal knowledge of a woman forcibly and against her will.

*The PEDOPHILIAC is an adult with an erotic craving for children of the same or opposite sex. Gratification is achieved through exposure of the genitals, manipulation and/or penetration.

*THE NECROPHILIAC copulates with dead bodies for sexual stimulation.

*Incest, as perpetrated by THE INCEST INSTIGATOR is sexual intercourse between two persons who are too closely related by blood or affinity to be married. It implies consent and involves penetration and is strongly taboo in almost all of the societies of mankind.

*HOMOSEXUALS are attracted to members of their own sex.

*THE COPROPHILIAC has a sexual obsession with the excretory process and products, principally urine and feces.

*SCROPTOPHILIACS are of two generally bipolar types as with sadists and masochists. One type of Scrotophiliac derives his sexual excitement from seeing other people's bodies, such as the voyeur and the 'peeping tom'. The other type derives his excitement from having others see his body -- such as the exhibitionist and the indecent exposer.

*THE ZOOPHILIAC obtains sexual gratification through the use of animals.

*The FROTTEUR obtains orgasm by rubbing against a woman's buttocks, usually when she is fully clothed.

*THE TRANSVESTITE wears the clothing of the opposite sex for sexual stimulation.

*THE FETISHIST responds erotically to something serving as a substitute for the ordinary sex object, such as parts of the human or body or articles of clothing.

*THE PORNOPHILIAC derives sexual stimulation from pornography, obscene telephone calls, or sending obscene letters.

Dr. Frederic Wertham tells us, in his book "The Show of Violence", of the case of Albert Fish, one of the most heinous torturers andmurderers of children in our country's history, whom I shall describe as an example of the worst type of sex offender.

Fish was in his sixty-fifth year, in 1935, when he was brought to trial in Westchester County, New York, for the murder of 10-year-old Grace Budd. He was a small, grey-haired man with a gentle, benevolent facial expression who had a family of six children of his own. Despite what would appear to have been an ample outlet for his sex needs in marriage, throughout his adult life he had gained sexual satisfaction through torturing children. Fish gave Dr. Wertham the full details of the ways in which he had preyed upon at least 100 children either by seducing, bribing or forcing them. His trade of house painter, which he contrived to carry on in public buildings as much as possible, gave him an excuse to dodge away to cellars or garrets. He wore nothing underneath his painter's overalls, so that he could undress and dress again quickly.

After a particularly brutal abuse of a child, he would move to another address and never return to the same neighborhood. He had lived in 23 states in the course of his nomadic life. He felt driven to torment and kill children. Sometimes he would gag them, tie them up and beat them; and, circumstances permitting, he preferred not to gag them for he liked to hear their cries. He murdered at least five children in addition to to Grace Budd, and probably as many as fifteen. He had actually been arrested for one of the earlier murders, but had been released 'because he looked so innocent'.

When asked how he managed to escape conviction so long, Fish replied that "It never came out. Children don't seem to tell. I always manage to cover it up."


He probably never would have been stopped in his sadistic, murderous career, short of his natural death, had he not been compelled to let Grace Budd's parents know what had happened to their child. He sent a letter to Mrs. Budd saying: "Under the pretense of taking your daughter Grace to a party at my sister's, I took her up to Westchester County, Worthington, to an empty house up there, and I choked her to death. I cut her up and ate a part of her flesh."

Although the letter was unsigned, there was a partially obliterated address on the envelope and Fish was tracked down. He readily gave the details of the murder to the police and showed them the stone wall where he had hidden what was left of Grace's body.


At the trial, Fish was proven legally sane, even though X-ray pictures of needles, inserted into the tender parts of his body near the genitals, were shown by the defense. He liked to have pain inflicted on himself as well as inflicting pain on others. He had also inserted needles into some of the children who were his victims.

Fish described, with a dreadful kind of enthusiasm, Grace Budd's murder and subsequent cannibalism. After their arrival at the cottage, he had gone into another room and removed his clothes. When he appeared before the child naked, she cried out that he was bad and she would have to tell her mother on him. Then he strangled her, cut up her body, and cooked her flesh during nine days following the murder ... "with carrots and onions and strips of bacon".

During the entire time that he ate the human flesh, Fish was in a state of intense sexual excitement.

Fish was duly executed.

Another somewhat more modern and typical case is sketched for added example.

On August 16, 1960, 53-year-old Emmett O. Hashfield, who spent most of his adult life in prisons for offenses against children, and was just out on parole, when he abducted and murdered 11-year-old Avril Terry. He picked her up by a ruse, in his car, at the courthouse square in Boonville, Indiana, took her to his shack; tied her up and cut her dozens of times with a knife on the head, throat and sexual organs, before killing her, dismembering her body, eating some of it, and throwing the remainder in a river.

Other infamous cases are:

Henry Howard Holmes, who is said to have disposed of between 27 and 150 young women "paying guests" in his "Castle" on 63rd Street in Chicago. Holmes was hanged on May 7, 1896;

Bruno Ludke, who confessed to 85 murders of women between 1928 and 1943 and was executed in Vienna on April 8, 1944;

John Wayne Gacy, convicted in 1980 of sexually assaulting, torturing, murdering and burying 27 young men under his house, was finally executed by the painless and humane method of lethal injection on May 10, 1994. John Wayne Gacy, who had appeared on a number of investigative research television programs, and was surreptitiously recorded talking on the telephone to his 'phone pal', will be the subject of a future investigative reporting telecast.

Edmund Kemper, who dismembered six young girls, in 1972 and 1973;

Theodore (Ted) Bundy, convicted for the rape and bludgeoning deaths of three Florida State University girls in January 1978. He was also suspected for as many as 20 similar murders;

Juergen Bartsch, who sexually attacked and murdered four children, in 1970. A poll, conducted by the German weekly magazine "STERN" ranked him second only to Adolph Hitler in the minds of the West German people, as the leading criminal of the 20th century;

Henry Lee Lucas, who claims to have killed 360 men, women and children in 8 years. Most female victims were raped and then murdered. He continues to confess to rapes and murders;

And then there's Jeffrey Dahmer, of Milwaukee, Wisconsin, who was convicted and sentenced in 1992 for multiple murder, sex crimes and cannibalism.

Even in the criminal world, the sex offender is the most despised by other criminals. In the large prison populations, the sex offenders are usually at the bottom of the criminal hierarchy and they make more trouble for their guards and prison administrators than do most other classes of criminals.

**Special Information Focus: CANNIBALISM

The grisly scene, resulting in the arrest on Jeffrey Dahmer in Milwaukee, Wisconsin, which unfolded before a shocked American public and disbelieving American law enforcement and criminal justice systems, created yet another challenge for seemingly modern law enforcement: Cannibalism.

Based on initial speculation and the possible theory that Dahmer was a member or part of some new society of human flesh eaters, The notion of such a modern cannibalistic society seems abhorrent to most people. Here in America in 1997, and in the world rapidly approaching the 21st Century, we are thought of as a society that boasts advanced technology, sensitivity, and a world with individuals who have dignity, self-pride and deep concern. There is little discussion of what was supposedly involved with cannibalism and certainly there is no tolerance for humans eating humans. Despite attitudes toward cannibalism, traces of this shocking act appear even today in literature, dreams, myths, discussions, and, periodically, in our daily news media.

The impression of cannibalism is interesting because it is impossible to verify any of the earlier writings that were introduced as fact. Cannibal practices were described by travelers, missionaries, soldiers and reporters. The accuracy of these reports is certainly open to skepticism. Former records are suspect at best, but later reports tend to be more valid.

From the law enforcement, investigation and criminal justice perspectives, cannibalism is not new to history. While cannibalism can easily be described as a "monstrous" act against humanity or a holy worship to the gods, explanations of cannibalism may be psychological, materialistic or culturally oriented, much like the worship of Satan and animal and human sacrifice for power.

During the last few years, the topic of cannibalism has gained serious attention. People are honestly concerned about what constitutes cannibalism and how it could be associated with not only earlier culture but also current cultures and incidents found in our newspapers, on the television news and the outlandish and unbelievable accounts commonly found in tabloid media. Cases in the news regarding serial killers and cannibalistic behavior have only expanded our curiosity. For the law enforcement officer, criminal investigator or forensic scientist, cannibalism, and its associated behaviors, opens a new chapter in both police awareness, training and enhanced death investigation.

The recently released results of an in-depth study on the topic of cannibalism, subtitled "The Dark Shadow of Cannibalism" shows that cannibalism is not all about eating human beings, in the criminal sense, but it represents the continuation and renewal of a cultural order. Even in modern cases, cannibalism usually involved imminent starvation. There are exceptions, of course, as in the cases of serial killers who ate their victims and case histories of perpetrators who ate their victims out of revenge.

Overall, "The Dark Shadow of Cannibalism" is a text very worthwhile for reading, because it offers hard-to-find investigative intelligence and a focus on a truly unique topic for which there is no virtual initial, followup or current or advanced investigative training.

Do Men Rape For Sex? - By Izzy Siev

I have no doubt that many rapes are acts of sheer aggression. No doubt some of them are instigated from a feeling of jealousy, or rage, or hatred. But I know, that without sexual potency and libido, the rape could not occur.

In other words, there are many emotions that can cause a man to rape a woman, but he could not carry it out unless he had an adequate supply of the male sex hormones in his body. I think the reason most researchers subscribe to the theory that violence is the primary cause of rape is because it is easier for the rapist to admit these 'macho' emotions than for him to admit being some
kind of sex pervert.

When the researchers question (the rapists), to gather their respective data, they make it easier for these targeted rapists to ascribe to more acceptable emotions. The rapists lend themselves to less personal blame and guilt than the sexual motives. Then, too, people are usually less aware of the sexual whisperings within that drive them to commit these types of heinous acts of crime. They accrue less public shame if they admit to being lascivious.

We have been brought up to believe that sex is sinful. We just don't want to admit to such sinfulness. The sex urge is very strong in men. It is also basically incompatible with their spiritual lives.

For the Ecclesiastical man, it is a source of disharmony, stress and conflict as long as he lives. It is at the core of the bodily hungers which tempt him from his good and noble works for God.


The sex drive is on the bad side of almost all of the dualistic concepts in the religions of man:

Soul and Body;
Good and Evil;
Right and Wrong;
Heaven and Hell;
God and the Devil;
Life and Death;
Positive and Negative;
Day and Night;
Joy and Sorrow;
Sacred and Profane;
and so on..."

RAPE IS A SEX CRIME

Rape is a very serious crime.

It is punishable by life imprisonment in some states and foreign countries, and sometimes, even death. Of all of the hundreds of crimes which bedevil mankind, rape-murder ranks second in heinousness.

Lust-murder is first, but rape-murder shares many of the same characteristics.

They are both sex crimes.

It is very strange and incongruous that rape should not be considered a sex crime by a great number of writers on the subject. These writers attribute the etiology of rape to hatred, fear, or jealousy which men feel toward women.

Dr. Dorothy J. Hicks, quoted in Modern Medicine, and reprinted in "Human Sexuality 80/81" said: "Rape is not a sex act. It is a violent crime that has nothing to do with sex except that the sex organs are involved. Rape is an attempt to humiliate a victim who happens to be vulnerable and handy at the time. It's really the ultimate invasion of privacy and terribly misunderstood. More than half of all convicted rapists are married, and it is not uncommon for one to admit that he raped a woman shortly after having sexual intercourse with his girlfriend or wife. These are hostile people who think about rape when they are not raping someone and who plan their crimes carefully."

The powerful Feminist Movement has produced a flood of booksand pamphlets on rape and many of these are quoted in a book by Duncan Chappel, Robley Geis, and Gilbert Geis titled "Forcible Rape" (1977):

1. Germaine Greer referred to rape in her classic "The Female Eunuch" as follows:
"It is a vain delusion that rape is an expression of uncontrollable desire or some kind of compulsive response to an overwhelming attraction........the act is one of murderous aggression, spawned in self-loathing and enacted upon the hated other. Men themselves do not know the depths of their hatred."

Greer also thought that the female fear of rape could best be likened to male fear of castration, but this analogy fell short because of the relative unlikelihood of castration compared to rape.

2. Andrea Medea and Kathleen Thompson:
"Most men in our country are potential rapists.......the rapist is the man next door."

3. Nancy Gager and Cathleen Schurr in "Sexual Assault: Confronting Rape in America": "Rape is not an isolated phenomenon of 'sick' males, but rather a inevitable part of the entire social matrix which denigrates women -- psychologically, physically, and politically -- and which tends to regard females as male 'property'."

4. Susan Brownmiller has made the major feminist statement on rape with her best-selling book "Against Our Will: Women and Rape". She says: "Rape is the quintessential act by which a male demonstrates to a female that she is conquered -- vanquished by his superior strength and power."

And again......"On the shoulders of these violence-prone men rests an age-old burden that amounts to an historic mission: the perpetuation of male domination over women by force."

She gives way to the polemical excess on page 15 when she says...... "Man's discovery that his genitalia could serve as a weapon to generate fear must rank as one of the most important discoveries of prehistoric times, along with the use of fire and the first crude stone axe. From prehistoric time to the present, I believe rape has played a critical function. It is nothing more or less than a conscious process of intimidation by which all men keep all women in a state of fear."

She went way overboard when she generalized the behavior of all men from a tiny sample of less than .02% who have committed the act of rape in a peak year.

Considering that the source of the majority of the data on which the feminists base their theory that the rapist is a person filled with hate is from the female victims of the crime, it is not too surprising that they may have jumped to the conclusions that they have. It is most unfortunate that they have generalized their theory of aggression as the main cause of rape to the exclusion of the biological factors, however.

The view of the causation of rape, held by most psychologists, is somewhat similar to that held by the feminists and doctors quoted above. They feel that rape is fundamentally an act of aggression and that its sexual component is primarily sadistic.

FACTORS WHICH INDICATE THAT RAPE IS A SEX CRIME

1. It is legally classified and defined as a sex crime. The Federal Bureau of Investigation (FBI) has issued instructions for the uniform reporting of crimes in their compilation of the national statistics from which the majority of all crime data are derived.

They require that rape be defined as: "the sexual intercourse with a female forcibly and against her will."

The state of Florida (Florida Statutes Chapter 974) defines rape as: "the carnal knowledge of a female forcibly and against her will." The words 'sexual intercourse' and 'carnal knowledge' both mean coitus, the sex act of a man and a woman. The wording of the law must be framed within certain bounds of decorum which are dictated by the maintenance of a general respect for the law, so they could not have been much more descriptive of the sexual aspect of this crime.

2. Penetration of the female, by the penis of the male, is one of the elements of the crime of rape. There is no rape if the female is not penetrated, only attempted sexual assault.

The successful penetration of the vagina of an unwilling female is impossible without erection of the penis. In order to achieve an erection, male sex hormones must be present in the blood and the brain must receive sexual stimuli.

Sexual stimulation of the brain may be from sexual thoughts, sights, odors, dreams, manipulation of the penile glans, nipples, anus or other erogenous tissue, or from nerve impulses from taut seminal vesicles and ejaculatory ducts.

Erection is caused by the dilation of the arteries that feed blood to the penis under the control of nerves in the lower end of the spinal cord. The dilation is accompanied by the contractile spasm of the muscles at the base of the penis which prevents the blood from draining out through the veins. This results in the engorgement of the spongy tissue of the penis which is maintained so long as there is proper and sufficient stimulation of the nerve endings of the penis, and proper and sufficient impulses from the brain. It should be recognized that inappropriate impulses -- for example, such severe manipulation of the penis that excessive pain results, or a disturbed emotional state, such as fear, anger, guilt, anxiety, or shame -- can cause an erection to collapse or prevent its occurring in the first place.

Not only are uniquely sexual stimuli essential to achieving the erection necessary to penetrate the female and satisfy the descriptive elements of the crime of rape, but the very emotions of hate and anger, which the 'nay-sayers' hypothesize as causing rape, are iminical to the physiology of the erection. In other words, it is impossible to meet the legal descriptive elements of the crime of rape without sexual stimuli.

Rape has to be a sex-based crime.

3. The intensely pleasurable sensation of orgasm is the objective and the result of most rapes. Orgasm requires the same uniquely sexual hormones and stimuli that are listed above for the erection of the penis. These stimuli build up to a threshold at which there is a sudden triggering of the process of ejaculation which accompanies the orgasm in the male, in most cases. The physiology of the ejaculation proceeds in the following manner:

First, with a series of wave-like movements along the vas deferens, seminal vesicles and ducts which moves the seminal fluid to the urethra.
Secondly, there is a series of spasms in the urogenital muscles which discharges the semen from the penis. The strength of the ejaculatory force varies widely from man to man and from time to time. Some men ejaculate with such force that the semen may travel three feet or more from the penis, while in others it may travel only a few inches or simply ooze from the urethra.
The respiratory rate increases, heart beat increases to 110 to 180 beats per minute or more. The blood pressure rises to as much as 220 / 130 or more and there is loss of voluntary muscle control plus severe involuntary muscle tension throughout the body.

The body is totally involved.

The presence of semen in or on the female is the primary evidence that she has been raped.

The enzymic acid phosphatase in the semen fluoresces brightly under black-light illumination so it can be easily detected on clothing, bed linen, etc.. The blood type and other identifying characteristics of the rapist can be determined from the semen, so it is one of the most valuable pieces of forensic evidence. It results in more convictions of rapists than any other single piece of evidence.

Furthermore, orgasm and the presence of semen proves that the rape had to be a sex crime.

4. There is considerable statistical evidence that supports my thesis that rape is a sex crime:

a. The normal biological sexual activity of males peaks between the ages of 14 and 25 years of age and rape is clearly a young man's crime;
b. 60% of all arrested rapists are in this same age group;
c. Studies have shown that young men in this age group also generally prefer sexual release without emotional attachment to their sex objects -- another characteristic of men who rape;

d. The seasonality of rapes correlates with normal male sexual stirrings -- "in the spring a young man's thoughts lightly turn to thoughts of love." Havelock Ellis noted early on that in France (1892), rape and other offenses against modesty are most numerous in May, June and July.

Gustave A. Schaffenberg found that sexual offenses in Germany (1913) began to increase in March and April, reached a maximum in June or July, and fell to a minimum in Winter.

Similar trends have long been documented by the Federal Bureau of Investigation (FBI) in their Uniform Crime Reports.

e. Rapes reported to the police have increased from a yearly average of 3.7 per 100,000 population in 1933, to 24.3 per 100,000 in 1973. The rate of the criminal justice system clearing these crimes by arrest has steadily decreased. We are obviously on the wrong track in getting at the causes and remedies for this very serious crime.

Sensational news items continue to underscore this point:

Newspaper articles of April 24, 1980 told of three rapists who had 'graduated' from the psychological treatment program at California's Atascadero State Hospital only to rape and kill children again within months of their release.

It is unfortunately true that a certain tendency to violence has been bred into the males of our species. In the days of the cave men, we are told, our ancient ancestors were likely to knock any available woman on the head and drag her away to his cave. Not that he hated or despised or was jealous of her, but simply because that was the way you got a woman.

Violence was successful then and it is successful now as a way of getting things that you want.

The inexorable laws of evolution favor the procreation of and perpetuation of successful modalities. What works, wins out. The thin veneer of the past few hundred years of our culture cannot cover the millions of years of evolution of our body. Just as the white-hot magma of molten rock underlies the volcanic eruption of Mount Saint Helens, our hormones and sex drive underlie the phenomenon of rape.

SEX CRIMES (and More) IN THE NEWS

SUSPECT HAS HISTORY AS SEXUAL PREDATOR
Rochester, NY (1997): In his first day at the Genesee Hospital, nurse's aide John Horace was accused of making lewd remarks to a mentally-ill patient. He was dismissed, but no one pressed charges -- not the woman, not her family, and not Horace's employer, an agency that supplies temporary nursing staff. None of them knew Horace had previously lost two jobs for alleged sexual misconduct. And none of this showed up in his employment record when he was hired by a nursing home for the severely disabled. Five weeks later, Westfall Health Care Center fired Horace for fondling a 49-year-old multiple sclerosis patient. Then on New Year's Eve, the center informed police of a discovery much more startling -- a 29-year-old woman in a chronic vegetative state since 1985, was four months pregnant.

Horace, age 53, went on trial on charges of raping the woman, who, as a result of the attack, delivered a healthy baby boy who was two months premature. It was the first known case in which a woman was impregnated and gave birth while in a coma-like state.

RAPIST GETS 30-YEAR PRISON TERM
New Brunswick, NJ (1997): It was the first time she confronted her assailant, but if she was angry, she didn't show it. Instead, the young woman spoke calmly, telling a judge how Marcellus Tatum's savage attack continues to haunt her.

"You don't really understand how you hurt me. I''m going to pay for what you did to me for the rest of my life," she said to her attacker before asking Superior Court Judge Barnett E. Hoffman to impose a harsh prison term. Hoffman did what he could, ordering Tatum (33) to serve up to 30 years in prison, 10 years without hope of parole.

Tatum had pleaded guilty to charges of breaking into the woman's apartment and raping her at knifepoint. Before being sentenced, he apologized. He also said he was beaten by other inmates while in custody--and deserved it.

The judge called the attack, "every woman's worst nightmare," noting the victim, a 21-year-old Rutgers University student at the time, was "in her own home, in her own bedroom, thinking she was safe, when an intruder in the night came into her home and viciously sexually assaulted her. The Assistant Prosecutor noted that the victim was in her own bed, using a laptop computer at 1:30am, when Tatum, who was on parole for burglary, cut through a window screen and entered the victim's apartment. He drew a steak knife from the kitchen and during a 90-minute ordeal threatened to kill her while he raped the victim twice. A female roommate, sleeping in another room, never heard the attack. The victim called police after her attacker left at 3am, but police were not able to find Tatum until many months later when the victim spotted him in a college tavern. He ran when he saw his victim accompanied by the police. Authorities searched the area and arrested him about a half-hour later.

In addition to burglary, it was learned that Tatum had served a prison term for the sexual assault of a 12-year-old girl.

RAPIST PLEADS GUILTY TO ATTEMPTED ASSAULT
New Brunswick, NJ (1997)
A 26-year-old New Jersey man who was convicted of sexual assault in 1990, is facing another 10 years in prison after pleading guilty to attempted sexual assault. Albert Lewis Lampley, who had been released on parole about 6 months before he attempted to trape a 19-year-old woman, agreed to accept a 10-year sentence with a 5-year parole stipulation. Lampley told Superior Court Judge Barnett Hoffman that he was very drunk at the time of the incident, outside of a telephone booth, but admitted that he touched the woman's breast and pulled her pants down. He said he intended to penetrate the woman with his fingers. When the victim hung up the phone, Lampley attacked her and threatened to kill her. The woman fought him off and screamed, attracting the attention of a resident on the same block. While the resident's wife called police, the resident went out and helped the woman fight off Lampley. Lampley ran as the police arrived but was caught after a brief foot chase. Lampley is currently serving time for his parole violation.

JUSTICES MAY LET RAPED MALE INMATE SUE COUNTY
Trenton, NJ (1997) The justices of the New Jersey state Supreme Court hinted that they might be inclined to engange in "judicial surgery" to allow a male person raped by a male Union County jail guard to sue the county government.

Generally, under New Jersey law, it is very difficult to sue the government. A victim of wrongdoing must not only show he has been harmed at the hands of a public employee, but that he has suffered a "permanent loss of bodily function, or permanent disfigurement or dismemberment."

The 32-year-old male inmate, raped in the Union County jail by a male jail guard, explained that he should be able to sue the government even though his injuries are psychological.. Lax procedures at the jail made it easy for the now former jail guard to take the victim to an isolated area where the male-to-male sexual assault took place. The inmate victim, who had been arrested and incarcerated on drug charges, was told that he could not sue because he did not sustain "permanent bodily injuries" and that no exception should be made.

The justices reversed the earlier decision. The final outcome of the case could have implications for both state- and county-run facilities throughout the state. During arguments in Trenton, NJ, the court seemed to be searching for a middle ground that would let the victim of a violent rape sue while not opening up the courts to all sorts of "pain and suffering" lawsuits. One justice pointed out that the Legislature never specifically defined "bodily function," asked whether the court "could perform judicial surgery on the statute" to allow a rape victim to sue.

The Union County lawyer said that if an exception is to be made for rape victims, it should be made by the Legislature. In response, another justice asked what "practical problems" would be created for counties if lawsuits were allowed under the limited facts of this case.

"To use an old saw, it would open up the floodgates of litigation", the Union County lawyer suggested. When questioned about the number of rapes that occur in the Union County jail, the Union County lawyer again said he could not provide specific figures. Surely the Legislature could not intend that a person like the rape victim in this case would be left with no compensation, the victim's defense attorney told the justices.

The President of the New Jersey Chapter of the National Organization for Women, which filed a "friend-of-the-court" brief in the case, said, "When you think about the worst thing that could happen to you or your child, apart from murder, I think most people would put rape at the top of the list."

The victim has already sued the former jail guard, who pleaded guilty after DNA evidence linked him to the crime. A jury subsequently awarded the victim $250,000., but the judgment remains unpaid by the former jail guard, who was fired from his job.

If the court accepts the victims' arguments, he could very well bring a separate lawsuit against Union County.

9-YEAR-OLD CHILD RAPE VICTIM STIRS HEARTS IN CHICAGO
Chicago, IL (1997) Her name is a secret, guarded as closely as the 9-year-old herself. Raped, choked, poisoned and dumped in a stairwell, "Girl X" has been unconscious, unable to describe her attacker.

As police follow the clues -- which include gang-style graffiti scrawled on her body -- the child has been embraced by Chicago's black community as a symbol of violence in its crumbling housing projects.

Hundreds have attended vigils. Rev. Jesse Jackson has helped raise thousands of dollars for psychiatric care if the girl ever recovers, and Nation of Islam Louis Farrakhan has prayed at her bedside. "It's a horrible thing," said the Reverend Maxine Walker, a Baptist minister. "It makes you wonder what kind of consciousness, what kind of mind, would do this."

Girl X's suffering began on the snowy morining of January 9, 1997, when she left a playmate's apartment and she started home alone through the notorious Cabrini-Green public housing project. When the 4-foot-8, 64-pound child was found hours later, a gasoline-like substance was in her stomach and the pitchfork emblem of the Gangster Disciples street gang was scrawled across her body. Ever since, she has been in a hospital bed, armed guards at her door around the clock.

Police have shown the graffiti to a handwriting expert, but they don't know whether they are looking for gang members or an asailant using the scrawlings as a decoy. Dozens of men have been questioned and some given lie-detector tests. Informants within the gangs are being pressed for clues.

The investigation is still ongoing.

There has been a call for legislators to push for tougher laws against brutalizers of children.


CHILD MOLESTER, 73, GETS 8 YEARS IN PRISON
New Brunswick, NJ (1997) A 73-year-old man, convicted in 1994 of sexually molesting an 8-year-old girl was re-sentenced to 8 years in prison. Claude Akridge, who was also convicted of sexually molesting a 10-year-old girl in Broward County, Florida, in 1954, will have to serve 5 years of his New Jersey sentence before becoming eligible for parole. Judge Barnett Hoffman said the 5-year minimum is required by law because of the prior sexual assault conviction.

When he is released from prison by New Jersey authorities, Akridge will have to answer to Florida authorities on an escape charge and finish out the hard labor sentence he fled from there while on a Florida chain gang. After escaping, Akridge, a retired plumber, church deacon and Sunday school
teacher, eventually settled in New Jersey and built a reputation as a successful businessman and a family man.

The young female victim is now afraid of all men because of what Akridge did to her.

NEW JERSEY SEX OFFENDER PRISON IS BILL'S TARGET
Trenton, NJ (6/17/97) A proposal to ask voters if the state should close its prison for sex offenders was approved in a Senate committee as critics condemned the prison as a failed experiment and supporters said more time was needed to make improvements. The 700-inmate Adult Diagnostic and Treatment Center in the Avenel section of Woodbridge came under heavy criticism in 1995 following a series of crimes committed around the state by former inmates, including Jesse Timmendequas, who faces the death penalty for the rape and murder of 7-year-old Megan Kanka.

A task force that included legislators and members of the public studied the center ad concluded it didn't need to be closed, but recommended numerous changes. People on both sides of the issue said that some of those changes have not yet been implemented, and supporters of the bill, S-1640, said it was being pushed partly to prod corrections officials to act faster.

If the measure, already approved 3 to 2 by the Senate Law and Public Safety Committee, were to become law, voters would be asked if the Avenel center should be closed through attrition over 10-15 years, with newly sentenced sex offenders imprisoned with general prison population.

Supporters of the closure say the center provides a comfortable life than the inmates deserve, with exercise equipment and televisions over the inmates' bunks. "When you visit it, it's like a college dorm," said Assemblywoman Rose Heck, who testified for the bill. "We have to send a message that they are the dregs, they are the bottom-of-the-barrel prisoners."

Senator Louis Kosco, the committee chairman and asponsor of the bill, said sex offenders should be subjected to the discipline and structure of regular prison life, along with the opportunities to do work. He said they should not receive treatment until they are near the end of their sentences, one of the task force's recommendations.

Bill Thomas, the grandfather of murder victim, Amanda Wengert, and a member of the task force, said inmates sometimes refuse therapy and those seeking the most treatment receive less than 5 hours a week. Thomas disagreed with the task force's conclusion that the center should remain open and has campaigned to have it closed.

Opponents of the bill questioned whether treatment would be any better if the professional staff at Avenel were broken up among the state prisons around the state.

"While maintaining the central treatment center is not going to guarantee there will never be a repeat offender, eliminating a special setting for treatment would almost guarantee there will be more victims", said Nancy Graffin, program director for Public Safety Concepts, the private firm hired two years ago to take over management of the Avenel facility.

Senator John Girgenti cast one of two votes against the bill, arguing that lawmakers should first try to improve the existing operation. He also questioned why the bill's sponsors, who clearly favor closing the center,
are calling for a referendum instead of just proposing a bill to close it.

Assemblywoman Heck said a referendum would get the issues before the voters and make it more difficult for legislators to oppose closure.

Focus On Handshakes and Shrinking Genitals
DAKAR, SENEGAL: Vigilante mobs, convinced that foreign sorcerers can shrink a man's genitals with a mere handshake, have killed eight people in Senegal.

Attackers killed five people at Ziguinghor in southern Senegal after a man accused one of them of making his penis shrink. At least three other people were killed in the West African nation's capital, Dakar.

More than 30 other people have been seriously injured in the mob attacks, in which vigilantes have beaten, stabbed and, in at least one case, burned their victims.

Belief in black magic and evil spells runs strong in West Africa, and the rampant rumors have created a "collective psychosis" leading to mob attacks.

THREE WOMEN KIDNAP, ATTACK AND RAPE A CONVICTED REPEAT CHILD MOLESTER!
DELAWARE, OHIO: The wife and mother-in-law of a convicted child molester took him captive, brutalized him sexually and scribbled "I am a Child Molester" on his body before dumping him, wrapped only in a blanket behind a pizza parlor.

Three women -- including the wife's aunt -- were indicted on charges of kidnapping and raping 27 year-old Rodney Hosler, who was released in January after serving 2 years for molesting a 5-year-old child.

The husband of one of the three women also was indicted for allegedly trying to bribe Hosler to drop the charges.

Investigators wouldn't release the motive for the attack, but said it's apparent the women were trying to send their victim a strong message! They are not sure if it was a warning or revenge on behalf of the innocent young child.

According to police, Hosler was at home watching television when the women came in, wrestled him to the floor, tied him up and cut off his sweat pants and underwear. They shaved his head and pubic hair, assaulted him anally with a cucumber, put a heat-producing ointment on his genitals and threatened him with a hammer. Hosler revealed that he tried to resist and escape but could only scream with pain.

After scribbling the "child molester" message on several areas of his body, the women allegedly drove him 70 miles to his hometown of McComb, leaving him behind a pizza shop, clad only in a pink and green Minnie Mouse blanket.

Hosler, during a local news interview, said only that the charges against his women assailants "are appropriate". A male relative of the women disagreed, and said that he had no sympathy for Hosler, commenting "It was kind of funny, I think he deserved it!"

The women face one count each of rape and two counts of kidnapping. Each of the charges carries 3 to 10 years in prison. One assailant has already pleaded innocent by reason of insanity, and another pleaded innocent.

CONVICTED CHILD MOLESTER SAYS HE'S A VICTIM!
"Where I work , people know, and I have to face them. I get prank phone calls. A radio DJ in Toledo said they (the women assailants) should get a medal for what they did. These women were torturing me!" This was the response of Rodney Hosler, a convicted child molester who denies ever molesting a child. "I am the victim and I am being convicted", said Hosler, who revealed that he only pleaded guilty to spare the child victim a court battle. Hosler, who served a full two-year prison sentence, believes that the attack was part of his wife's plan to get out of their marriage. Hosler says he now wants a divorce and custody of one of his two children.

"No one wants to accuse an innocent person, but we all want to protect our children from the terrible emotional trauma that resuults from sexual abuse. (If you suspect, have knowledge, or have heard that someone is sexually molesting or abusing a child), go to someone in your law enforcement office and relate exactly what you have heard. Ask if there's anything else you can do. Provide the names of anyone who knows or suspects the abuse is taking place and who might help the police. If the police have no further evidence, they will probably keep the suspect under surveillance.

It is not unusual for sexual predators to be "pillars of the community". They are the people you might least suspect."

CELIBACY GUARANTEED!!

The sex urge is very strong in men; it is also basically incompatible with their spiritual lives. For the ecclesiastical man it is a source of disharmony, stress and conflict as long as he lives. It is the core of the bodily hungers which tempt him from his good and noble works for God.

The sex drive is on the bad side of almost all of the dualistic concepts in the religions of man; soul and body, good and evil, right and wrong, heaven and hell, life and death, positive and negative, day and night, joy and
sorrow, sacred and profane, spirit and matter, God and creature, and so on.

In addition to its great strength, the libido of men has a mysterious, volitionless, evanescent and ubiquitous nature. Men are constantly motivated by mysterious internal sexual stimuli that come unbidden, not consciously chosen or decided upon.

Masters and Johnson pointed out in their best-selling book, "On Sex and Human Loving", that male babies get erections before they are born and men get 5 or 6 erections each night while they are asleep. Sexual fantasies and dreams invade the consciousness without being bidden or wanted. Most men can not stop this, it's a part of their nature.

In those cases where the direction or strength of the sex drive of an ecclesiastical man is abnormal in some way, the resulting problems are multiplied a hundred times.

There is something about sexual deviance that makes people consider sex crimes more reprehensible than other crimes. Even the relatively innocuous and common sexual deviance, like pornography and masturbation,
arouse greater repugnance, loathing, morbid interest and sensationalism in more people than some of the more serious crimes like shoplifting and theft.

The more serious sex offenses stir the most viscerable disgust of the entire Pandora's Box of crimes which plague us.

The public has been badly shocked, disgusted and dismayed by the news that entertainment idols Rock Hudson and Liberace were homosexuals and have died of AIDS. More shock waves have been generated in the public consciousness by the news of Gary Hart's committing adultery and Congressman Stewart McKenny dying of AIDS. This has all been bad enough, but now the revelations of similar horrid behavior among the priesthood are now being uncovered.

The news media reported several cases of priestly child molesters in 1985 and 1986 and this was very shocking.

In 1987, it was reported that at least 20 priests and a bishop had died of AIDS. The most likely causes of AIDS are the abominable (Leviticus 20:13) "crimes against nature" for which the Lord destroyed the inhabitants of Sodom and Gomorrah in a rain of brimstone and fire (Genesis 18:20; 19:4-7; 24 and 25). There are indications that these reports are only the tip of the iceberg which shows above the surface of a sea of religious secrecy.

The great television ministries have been shaken up by the sensational news that Jim Bakker, head of the Praise The Lord (PTL) Network, was an adulterer who paid $265,000 to keep the woman quiet, and that Rev. Jimmy Swaggart had "visited" a prostitute.

The faithful laity, who support the hierarchy of the religious orders, deserve better, especially since there is a way by which the leadership could assure their purity.

It may be deduced from a study of the Kinsey data that at least 25% of the adult male population of this country could have been found guilty of a sex crime for which they could have been fined or imprisoned.

It is likely that a similar percentage of the men entering the ministry also have been found guilty of similar behavior or, at least have had an inclination to do so.

It is fair to estimate that half of these men may be able to overcome their deviant inclinations to the extent that they will rarely or never act them out. It is also fair then to estimate that some 12% of the clergy may be expected to perform a deviant sex act on at least a few occasions. Even a few occasions is far too much and must not be tolerated. These men must be defrocked or allowed voluntary castration if the purity of the priesthood is to be maintained.

There is only one way to be sure of permanently eliminating the sex drive and guarantee the purity of our priesthood, and that is to remove the source of the hormone which causes it and the aggressive instinct which is its cohort.

All other known methods are temporary and risk eventual failure.

The source of nearly all of the hormones, testosterone, in the blood stream and brain of men is the testes. A small fraction comes from the adrenal glands. Removal of testes for the purification of the priesthood is not some new idea or experimental notion, it has been used for millennia. The history of this means of assuring priestly purity is still traceable in spite of the suppression of information on the practice since the First Nicaean Council in 325 A.D..

Eunuch priests are known to have served the Sumerian deity, Inanna, around 3,000 B.C.. Similar temple servitors worshiped comparable goddesses in Akkadian, Assyrian, Babylonian, Phoenician and Hellenic cultures under different names, such as Ishtar-Inanna and Astarte. From about 2,890 B.C. down to about 945 B.C., intermittently in Egypt, virgin priestesses and purified priests served in the temples of Set and Osiris.

The goddess Hecate had eunuch attendants in her temple at Ligina in Asia Minor at least as far back in time as 540 B.C.. The best known of the ancient cults which had eunuch priests was that of the Great Mother, Cybele, and her son, Attis. The public festival in March of each year featured the "self-castration" of the novice priests.

The cult of Cybele existed from the earliest times in the Greek and Roman world down to 393 A.D., when the emperor Theodosius I banned the worship of all cults.

Origen of Alexandria, the greatest of the Christian teachers after the Apostles, castrated himself about 208 A.D., so he could work more freely with female converts.

The scholar, Valesius, formed a sect about 250 A.D. in which castration was an indispensable condition of the priesthood.

Some of the patriarchs and bishops of the Eastern Church, beginning about 330 A.D., were eunuchs.

Two bishops of Kiev encouraged the faithful to emasculate themselves for the kingdom of heaven in the 11th century.

Peter Abelard, the great French theologian (1071 - 1142 A.D.), wrote of his own castration; ".......so when divine Grace cleansed, rather than deprive me of those vile members.......what else did it do but remove a foul imperfection to produce perfect purity? Join me in thanksgiving."

The Skoptzy, a secret ascetical sect which required castration of the laity as well as the priesthood, originated in about 1700 and persisted through several persecutions in Russia and Romania down to at least 1937. Tens of thousands of the Skoptzy (they called themselves "The White Doves") were mutilated in response to their religious beliefs. These beliefs were based on several biblical quotations;

Matthew 19:12:
For there are some eunuchs, which were so born from their mother's womb; and there are some eunuchs, which were made eunuchs of men; and there be eunuchs, which have made themselves eunuchs for the kingdom of heaven's sake. He that is able to receive IT, let him receive IT".

Mark 9:42-46:
"And if your hand or foot causes you to sin, cut it off and throw it from you; it is better for you to enter life maimed or lame than with two hands or feet or to be thrown into the eternal fire. And if your eye causes you to sin, pluck it out and throw it from you; it is better to enter life with one eye that with two eyes and be thrown into the hell of fire."

Isaiah 56:3-5; Mark 9:43-48; Luke 23:29; Romans 12:1,2; and I John 2:16, 17 were also seen to support their beliefs.

Because the testes are conveniently external to the body cavity, they are relatively easy to remove by a variety of techniques --- there is even a "do-it-yourself" method.

The results of the operation vary in their intensity with several factors, primarily on the age of the man at the time. When it is done before puberty, the results are much more dramatic than when it is done after puberty.

For example, the voice remains high-pitched when the operation is performed before age 12, but does not change from the typical male low pitch when performed after age 21.

Some of the other effects are:

1. The libido and sexual potency are eliminated from most men within a year of the operation......offending sexual behavior disappears;

2. The aggressive instinct is eradicated for all practical purposes. This means that a whole universe of problems like wife-beating, annoyance and anger are sharply reduced;

3. Many disease hazards are eliminated and the life expectancy is extended. The sexually transmissible diseases are prevented. Testicular weaknesses and prostate troubles disappear. Baldness, hirsuitism and acne are averted;

4. Asceticism is facilitated and some classes of psychological problems are liquidated. When sexual thoughts are withdrawn, the mind is empowered with much more freedom to concentrate on spiritual matters.

Guilt complexes, due to sexual sources, are precluded.

Today we are fortunate to have sufficient knowledge available which allows us to predict, with a high degree of certainty, the results of castration in any given case. Much of the commonly held opinion concerning castration has been found to be erroneous.

There is really no big "sacrifice of one's manhood", but rather a great relief to be free of the troublesome sexual tension which causes deviant thoughts and behavior.

There is really no deprivation to a man who simply no longer has any interest in sex.

Most of the past difficulties and the bad reputation of castration have come down to us from the old days because of the old practice of removing the penis as well as the testes. Penis removal is NOT advocated for the deviant priesthood, only the testes ...... the medical term is 'bilateral orchidectomy'. Most of the deaths, in past times, from the loss of blood, shock or infection connected with the operation were due to the penis removal.

Furthermore, much of the denigration, poor reputation and shame assigned to eunuchs also stemmed from penis removal, since it caused problems with urination.

With regard to possible charges of violating canonical rules:

Is it better to break the laws of the state and God, which are clearly laid down in statutes and in the bible, in order to observe a rule of the church?

Religions have always provided the moral and ethical leadership of the people. Whenever religion fails to do this, for some reason, atheism and pessimism immediately runs to crisis proportions. When traditional values collapse, despair and rapacious hearts prevail. Our churches can not lead us out of our present deepening ethical dilemmas unless their own leadership is faultless.

ORCHIDECTOMY... is a way to guarantee the purity of our priesthood.

It can assure celibacy!

THE BENEFITS OF CASTRATION

Without doubt, the greatest good that any remedial procedure could offer a person in this world is added Life, itself. Surely everything else that might be mentioned has to rank well below this in any hierarchy of importance.

Castration offers this:

*A greater life expectancy for the average man -- a whopping fourteen to fifteen years. A 20% increase of the most valuable commodity in the world must not continue to be shunned.

Cherfas and Grubbin, in "The Redundant Male" have noted that the inmates of American insane asylums, who were castrated, lived an average of fourteen years longer than the uncastrated ones.

Neutered cats live longer than intact toms, and the harem guards, who were eunuchs in the Ottoman Seraglios, lived longer than the other servants.

Narses, the great Byzantine general; Ivanoff, the Skoptzy religion founder and other famous eunuchs of history, lived a hundred years or more.

According to a presentation by Doctor Estelle Ramey, at the National Press Club and on national television, some 80% of the male deaths in this country are due to cardio-vascular diseases brought on by blood clots. It has been demonstrated that testosterone increases blood clotting in man and in the lower animals.

She theorized that this had probably been brought about by the evolutionary process developing a successful male fighting physiology. The males being bigger, stronger, more aggressive and fighting more than the females would need this more powerful clotting factor to prevent bleeding to death from their frequent wounds.

It has also been noted that there is a marked correlation between the time of day when the majority of heart attacks occur (7:00 AM to 9:00 AM) and the daily peak in the average testosterone level (at 8 AM), according to Harmatz and Novak in "Human Sexuality".

The increase in life expectancy for American men, which castration offers from this one factor alone is, from the present mean of 72 years to 78.9 years.

There are a number of other factors which castration avoids, prevents, cures or minimizes which contribute further to increasing the average life expectancy . . . . and the quality of life as well.

The diseases prevented by castration, for example, include the most serious known and their numbers are legion.......

SYPHILLIS: (the "Great Pox" which decimated European city populations in the 16th, 17th, and 18th centuries) with its pain, shame, insanity and death is presently occurring in the United States at the rate of more than 100,000 new cases each year.

GONORRHEA: (second in incidence only to the common cold) is victimizing more than two million people each year in this country.

AIDS: (Acquired Immune Deficiency Syndrome) is currently epidemic, incurable and deadly. During his administration in 1986, President Ronald Reagan and subsequent presidents have declared AIDS the "Number One Health Priority".

HERPES SIMPLEX: (occurring at the rate of more than 350,000 new cases per year in the United States) is presently epidemic and incurable with more than 20,000,000 sufferers.

CHLAMYDIA: ......Not so well known, but equally prevalent, this disease causes 5% to 10% of the pneumonia cases, urethritis, epididymitis, and it is an important source of pelvic inflamatory disease in women resulting in infertility, stillbirths, prematurity and infant and child eye and ear infections.

The hated and feared rubic "VENEREAL DISEASE" or "VD" has been softened to the more inane "Sexually Transmitted Disease" (STD) in recent years when referring to this pestilence. The STD term is probably more accurate, since the diseases do not necessarily come from the male / female sexual intercourse any more, but it does have the old scare value to the populace that the old VD term used to have. The medical profession has brought up a generation of young people to believe that VD had been conquered and is a thing of the past like TB, yellow fever and malaria. Not only is this dangerously untrue; but the shocking fact is that, on a world-wide basis, the STD's are increasing in numbers of cases, severity, and variety at a rapid rate.

Several of them which are very common today were unheard of ten years ago.

The world warming trend is probably contributing to the STD's that were formerly considered 'rare tropical diseases'.

The World Health Organization rates the STD's as the most common communicable diseases in the world with over 300 million persons infected each year with gonorrhea and syphillis alone.

The treatment costs are in excess of 1.4 billion dollars a year with an additional $2.8 billion lost in work time and productivity. Costs are spiraling upward rapidly and as predicted, for 1991, and have exceeded $30 billion a year for the AIDS pandemic alone.

There are many other STDs, besides those mentioned, which are not so well known which castration also circumvents such as Amebiasis, Giardiasis, Cytomegalovirus, and Shigellosis (these four occur most frequently in gay males), and Epidermodysplasia Verruciformis (a skin cancer), Cervical and Genital Warts (over 1 million treated in the United States each year).

There are certain types of Cervical Cancer, such as:

Lymphogranuloma Venerium,
Herpes Zoster,
Non-Specific Urethritis,
Genital Candiasis,
Reiter's Syndrome,
Testicular Tumors,
Karposi's Sarcoma,

Trichomoniasis, Moniliasis,
Erythroplasia of Queyrat (a lesion), Elephantiasis,
Infectious Mononeucleosis,
Peyronie's Disease,
Scabies and
Pediculosis Pubis.

Other diseases, which are not classified as STD's, which can be effectively prevented or cured by castration are:

Protatism,
Lymphedema,
Testicular Torsion,
Hermospermia,
Balanitis,
Hydrocele,
Viral Hepatitis,
Coital Cephalalgia, and
Hirsuitism.

Glaucoma is another disease which has been -- at least experimentally -- linked with high Androgen levels as per McCary's "Human Sexuality" ... and may be reduced by castration.

Priapism, Acne, Baldness and other signs of aging can be eliminated or delayed by castration according to Gilbert Cants, who was awarded a Nobel prize for his discoveries ("Male Trouble, A New Focus on The Prostrate").

If you are male and over 55, your chances ar about 50-50 that you will have a serious problem with your prostate gland. About 40% of all men above this age develop a condition of enlarged prostate, called Benign Hypertrophy; the remaining 10% get the much more serious Cancer of the Prostate.

Prostate trouble, in turn, causes many other problems:
Difficulty in Urinating,
Tumors of the Bladder,
Diverticuli, Bladder,
Kidney Stones,
Nodular Hyperplasia and
Infections of the Urinary Tract.

Castration causes the prostate to atrophy and eliminate the source of these problems.

No cases of prostrate trouble are known in men who had their testicles removed before the age of 35. In addition to the forty-odd theories mentioned by John Tobe in his "Prostrate Treatments and Prevention", is a persistent theory that evolution tailored the prostate to last only to about age 40 because our cave man ancestors seldom lived any longer.

There are at least a hundred genetically transmitted diseases and anomalies in offspring (Lynch and Albane, "Journal of the American Medical Asociation) which would be effectively blocked by castration.

Among these are:
Cystic Fibrosis, (the number one genetic killer of children),
Tay Sachs Disease (present most often in people of Jewish ancestry),
Klinefelter's Syndrome,
San Filipo's Syndrome (degenrative and fatal),
Crie du Chat,
Familia Erythrophagocytic Lymphohistiocytosis (FEL),
Beta-Zero Thalassemia,
and many, many more.

Nearly all of the diseases named thus far have acumulative effect in the population of reducing the average life expectancy.

Now I would like to turn the reader's attention from diseases to crime . . . another major factor which has a bad effect on the quality of life and its typical duration.

The most heinous wrongdoings in the entire lexicon of illegalities can also be effectively eliminated by castration. I agree with most of the people who viscerally feel that sex crimes are the most shockingly evil, abominable, nefarious and wicked of all of the offenses of men.

Of these, probably the worst in this Pandora's Box of evil, is the LUST MURDERER.

This 'monster' needs the powerful stimulus of his central nervous system that the violent mutilation and the death of his victim provides him as a condition for his maximum potency. He cuts, bites, rips, batters and sometimes eats his victims in a paroxysm of sexual frenzy. He is the werewolf and vampire of the old legends.

The NECROPHILIAC who kills or robs graves to obtain dead bodies to eat and copulate with is probably second in this hierarchy of horrors;

The SADIST who derives his sexual pleasure from inflicting pain on others, and the MASOCHIST who gets his kicks from being hurt himself are next;

Then the RAPIST , more commonly known than those others;

The hated and feared CHILD MOLESTER is next. The INCESTUOUS RELATIVE, universally tabooed in our culture;

the HOMOSEXUAL;

the FETISHIST;

the COPROPHILIAC;

the PROSTITUTE;

the ZOOPHILIAC;

the SCOPTOPHILIAC;

the ADULTERER;

the PORNOPHILIAC;

the TRANSVESTITE;

the PARTIALIST;

the FROTTEUR;

the SATYRIST;

the FORNICATOR;

the MASTURBATOR;

the MATE SWAPPER;

the SALIROMANIAC;

and the AUTO-EROTICIST... (probably more than 1,000 of those kill themselves in the United States each year) . . . .

All of these types have, at one time or another, shortened average life spans in some manner.

I have no doubt that there are dozens more serious problems outside of these wearisome lists of sex crimes and diseases and death which castration would also nicely preclude.

Infidelity, Love Triangles, Divorces (the next worse thing to dying on some scales), Altercations, Assaults, Murders, Unwanted Children, and so on ad-infinitum.

Thousands of transexual American men who feel that they are really women who are trapped in the body of a man, could obtain a relief from their hormonal ambience by castration.

Orchidectomy is a relatively simple operation compared to the sex change surgery which so many of these men endure.

These latter are expensive (over $10,000. each), uncertain (often producing changes which were not anticipated) and dangerous (sometimes resulting in insanity). It is surprising that more than 1,000 men a year submit to these transexual operations in the United States, (according to Roger Starr, in "Cutting The Ties that Bind" from Harpers).

Suicides were reported, in 1983, at 28,295 in the United States. At least twice (and more) suicides actually occur, as are reported according to Dr. Marv Miller, founder of the Suicide Information Center in San Diego, California. Large numbers of suicides are either purposely concealed or are simply unrecognized as such. A majority of our suicides are the result of shame and guilt feelings and sexual roots are their cause in many cases.

Our religious leaders are constantly reminding us of how very evil sex is.

The libido becomes a source of guilt, shame, humiliation, contrition, ambivalence and remorse. It is a source of irritation like the old hair shirt penance -- men sometimes kill themselves as a consequence.

What a blessed relief from all of these problems which bedevil us castration thus offers.

Dear Mr. Siev:
Until we learn to understand what is going on in the mind of the rapist, at the time he commits his rape, we will never find an effective way to combat it, or treat it, or prevent it.

Men will continue to rape and women will continue to be raped. I have seen rape occur and know, first hand, the terror of the victim.

The victim is not in fear of being violated, as many people seem to believe. She is in fear of her life! As long as this continues, I will continue to fight those who are running around with their collective heads up their collective "a----" and trying to stuff grant money into their pockets. Until these people realize that they must work together, instead of trying to prove who is right and who is wrong, women will continue to be raped.

Another reason to work towards finding a solution to this problem is what rape does to the families of both the victim and the rapist. I can speak about my own experiences as an example.

When I came to prison, the first time, I lost a wife and child that I have not seen in ten years. This is now happening again. This time, I am losing two of the most beautiful sons that a man could ever want, and a wife I love dearly.

Prison is possibly the worst solution to the problem that has ever been tried. 70% of all married men, who go to prison, lose their wives within two years. The wives of convicted felons most likely end up on welfare.

Even if the actual figures are far less, it still costs the taxpayers millions of dollars, above and beyond the cost of arrest, adjudication, and incarceration, not to mention the parole system, which is useless."

CAN SEX ABUSERS BE HELPED?
CURRENT AND PAST TREATMENT PROGRAMS QUESTIONED IN NEW JERSEY in 1997.

He is a voice at the end of a telephone line who will discuss his abhorrent crimes only with a guarantee of complete anonymity. He is 55-years-old and a scientist living in northwest New Jersey. About 12 years ago, he was sent to prison for molesting two young sisters, a 10-year old and a 13-year-old. He was identified through a school's "good touch - bad touch" program for children and found guilty of deviant sexual intercourse, corrupting the morals of a minor and other charges. As a result, judges in New Jersey and an adjoining state sentenced him to two concurrent sentences of 5 to 10 years. He served 5 years in total, 3-1/2 years at the Adult
Diagnostic and Treatment Center in the Avenel section of Woodbridge and 1-1/2 years in an adjoining state prison, where burglars and embezzlers were warehoused with child molesters and rapists.

He said he speaks from experience when he says that it was the dedicated treatment program for sex offenders at Avenel that turned his life around. "Through confrontation groups, through lots of good help through the
therapists there, I was able to think differently and feel good about myself," he said. "I wasn't really living a life before that. My life
turned do much rosier, even in prison."

Because the research on the effectiveness of sex offender treatment is inadequate, he is as good an expert as anyone on why some offenders reform and some do not. How can experts explain Jesse Timmendequas, who was sentenced to death for raping and strangling 7-year-old Megan Kanka? Timmendequas, too, served time at Avenel for sexually abusing a young girl. During his 6 years there, he reportedly never engaged in the mandatory therapy. After serving 6 years of a 10-year sentence, he was released.
Six years after that, he killed Megan.

Experts may have an explanation for Timmendequas, but they don't have the scientific research to back it up. In a report published by the General Accounting Office (GAO), a year ago, researchers examined three issues about the emotional subject of child sexual abuse. They studied the available research on sex-offender treatment programs, research regarding the cycle of sexual abuse and research into preventative efforts designed to educate children about sexual abuse.

(Editor's Note: It seems from the information available that Castration of repeat sex offenders as a "treatment" and not a punishment was overlooked, even with the extensive documentation available and the impending legislation in California, Georgia and Texas).

They reached the same conclusion on each of the issues: The research is inconclusive.

The GAO researchers analyzed information from 22 reviews that covered 550 studies on sex offenders. None of the reviews reached a consensus about what kinds of treatment work to prevent repeat offenders.

In general, reviewers found that comparison groups were difficult to find and measure against treated groups. The studies also varied wildly in their followup periods, making it difficult to compare recidivism rates.

"I don't know what the factors are that influence the decisions (about doing research in this area), but funding is limited," said Evi Rezmovic, GAO assistant director of justice issues, who worked on the report. "People do research on what their own definition of the recidivism problem is, but when you put the medley together, it's a hodgepodge of studies designed in different ways and not consistent enough to judge whether the treatment works. "
Indeed, while legislators in New Jersey have for years been embroiled in an emotional battle over the viability of the Avenel program, few can cite a scientific study that supports their argument. A legislative task force that considered closing Avenel two years ago based its recommendation on information presented by the prison administration and by inmates, said State Senator Louis Bassano, who co-chaired the task force.

"We tried to draw a conclusion, but it's not a conclusion you can draw that is black or white", said Bassano, who believes the Avenel program can work under expert guidance.
