City Government

The City government, comprised of a Mayor and five Council Members, has two regularly scheduled meetings each month, on the second and fourth Mondays respectively.

The Town Charter lays down specific regulations about the town government and the plan of government. The form of government for Baconton is designated as the Mayor-Council Plan. The Charter states as follows:

“Section 4. Be it further enacted that the municipal government of the City of Baconton shall consist of and be vested in a mayor and five councilmen; that said mayor and council shall have full power and authority . . . to make and establish rules, laws, ordinances and regulations, orders, as to them may seem right and proper . . . ”

The Mayor is Tholen "Butch" Edwards. Mayor Edwards is a Baconton native, born and raised, in this quaint Southwest Georgia town. After a tour of duty in the armed forces and college, he returned to his roots and began to share his knowledge and expertise with his family, friends, and neighbors. He has been Mayor for three terms.

Mayor Pro Tem is Tim Pinson, also a Baconton native. Council Member Pinson graduated from the University of Georgia, returned home, and began to build his business. He has been a Council Member for several years and represents the citizens of District 2. Mr. Pinson will be up for reelection in November of 2002.

The Council Member representing District 1 is Elizabeth Williams. Ms. Williams will be up for reelection in November of 2001.

The Council Member representing District 3 is Ms. Annette Morman. Ms. Morman is a native of Baconton, Georgia. She now holds the Council Seat in the District that her father, Mr. James E. Morman, once held. Ms. Morman is a State of Georgia employee and has been for many, many years. She loves working and helping people. Her motto is “working together can make a difference in one’s life”. She loves her little town “Baconton.” Her goal in Baconton is to have the Jackson-Davis Historical Home one day as “The City Hall.”

The Council Member representing District 4 is Norma Jean Reese. Ms. Reese will be up for reelection in November of 2002.

The Council Member representing District 5 is Dorothy Morman. Ms. Morman will be up for reelection in November of 2001.
