The Evangelical Lutheran Conference & Ministerium (ELCM) constituted by the congregations and ministerium of the Central Pennsylvania Evangelical Lutheran Ministerium & General Parish head quartered in Altoona, Pennsylvania 16601 on September 7, 1999 as a Lutheran Synodical federation, fellowship and association of centrist Evangelical Lutheran congregations and pastors who are Biblical, Confessional, Liturgical, Evangelical, Traditional, Congregational in Polity, and holding a high view of the Office of Ministry.

Some of our AOL Web site is still unedited since our September 7, 1999 formation of ELCM. The basic materials that were adopted in the formation of ELCM are updated but since this is a fairly large site some materials are not yet revised. The Rev.  Henry Melchior Muhlenberg, is often known as the Patriarch of Amercan Lutheranism. Pastor Muhlenberg was a mild Pietist and moved in a more Confessional direction due to encounters with the Pietists of the Moravian disposition. Some of his solutions to congregational organization are very timely for this day and age. We have incorporated several and have found them to be most helpful.
