Here is the bike I'm currently working on. I found a decent wheelset for it. Gonna try recovering the seat. New white line tires for speed! My nephew should have a kool lil Stingray when were done with it. Check back soon!

I did replace the tires. Soaked 'em in hot water, then stretched with a large screwdriver, always prying against the center of the rim. I've replaced the tires on my son's lil tiger before by soaking in a sink of hot water. These were different, they had to be hot hot!
I painted the white lines on the tires with a xylene based enamel paint pen. Sort of like scribing a line on the edge of a sheet of plywood. Fairly easy, so I went ahead and did the training wheels too.

The chainguard and fork darts were a whole other story. I don't like chainguard decals, so I had my neighbor, who is an unknown artist, paint these freehand. She used an acrylic enamel that looked great, but a little blotchy and shiny. I let it dry a week then rubbed some fine steel wool & rubbing compound over it to knock it down. It looks like a screen now!
This is also the first seat I've ever recovered. It was much easier than expected, but I will do it a little differently next time.
Most of the skills needed to do this stuff are basic, but it takes the help of many many people to complete a bike as small as this one. Thanks to all for making it happen.
