ACCOMPLISHMENTS
- Developed and executed a new
industrial strategy to attract Japanese and other Pacific
Rim investors. Strategic plan included: Industry
selection, identification of target corporations, direct
mail planning & implementation in Japan, other East
Asian countries and the United State. Results: over $800M
Japanese/East Asia investments in new projects. Strategy
proved 400% more cost effective than comparable programs
with US corporations.
- Planned, organized and
directed over 15 economic missions to Japan and other
East Asian countries. Involved in seminars and private
meetings with senior-level leaders from host governments
and private sectors.
- Established/directed the
first overseas promotion office in Tokyo and Hong Kong
for Puerto Rico. Recruited and trained indigenous staff
and directed the offices in establishing industry and
government contacts in Japan and other East Asian
countries.
- Primary responsibility for
the administration of main promotion office (New York
City) and for the effective coordination between all
regional and foreign offices with the head office in
Puerto Rico.

Responsibility involved
coordinating overseas offices in Tokyo, Japan and Hong Kong.
Numerous promotional missions were organized, including first
joint US/PR investment mission, first gubernatorial mission from
Puerto Rico to Japan and other missions to Korea, Peoples
Republic of China and Singapore. Major accomplishments involved $200
million from Toyota - $100 million from Mitsubishi Motors - $100
million from Kumagai, etc.

twelve senior engineers for a research contract with the US
Government in optical scanners as related to automatic mail
address reading and sorting. Included project scheduling,
manpower estimates and material requirements. Contract
successfully concluded and scanner prototype built and tested
under real conditions, employing a unique concept giving
capability of electronic reading of multi-font numeric characters.
