Division 4 was charted on April 3, 1970.The division was organized by Phil McCusker and William J. Bartnett.The charter members and officers of the division were President Albert Donahue, John J. Reilly Vice President, John McGaughty Finanacial Secretary, Morgan Patrick Doyle Treasurer, Corneilus Leo White Recording Secretay, Phil McCusker and John Sullivan among others.
