The Conservation And Reinvestment Act (CARA), is currently pending before Congress.

This measure has the potential to provide hundreds of millions of dollars to local communities for parks and playing fields over the next 15 years. It can be the funding catalyst for thousands of playing fields.

Some background information: In 1964, Congress created the Land And Water Conservation Fund (LWCF).

The program was designed to use revenues from offshore oil and gas receipts for the purchase of land and water to create national and community parks, forests, wildlife refuges, and open spaces to guarantee outdoor recreation opportunities and a clean environment. It is conservatively estimated that over 7,000 soccer fields were built utilizing these funds. Starting in the early 1980's despite the success of the program and the continued rise in offshore oil and gas revenues—Congress has diverted a significant percentage of the fund for purposes other than conservation and recreation. At present, almost all of the funds are used for other purposes, in spite of Congress's  own mandate. A bipartisan group of legislators drafted (and passed in the House) one of the most comprehensive conservation bills ever.

The measure is now before the Senate.

The challenge is to have the bill scheduled for debate and a vote on the Senate floor as soon as possible -- given the fact that there are only about 30 legislative days left before Congress adjourns for the year. The House version and the Senate version must then be reconciled in a conference committee, and then passed in its final version by the House and Senate again—before it can be signed into law by the President. Time is of the essence! The Soccer Foundation ( http://www.ussoccerfoundation.org/ ) has taken a very active and leading role in having the measure become law. They are working with all of the key members of the House and Senate, and are also coordinating efforts with the White House. The passage of the CARA bill would be a tremendous financial "shot in the arm" for all of soccer’s field development initiatives. The bill provides a permanent guaranteed funding stream from the Federal government in the amount of $575 Million per year ($450 Million from the Stateside component and $125 Million from UPARR) for parks and playing fields across the country. The best way for you to get involved in this issue—and make a difference—is to call or write your Senators ( http://www.senate.gov/senators/senator_by_state.cfmand ) ask them to co-sponsor and support the CARA bill. This type of grassroots effort during these critical days is extremely important. Your effort can make all the difference!
