The Higher Powers, Who are they?

In 1886 C.T Russell, who was the founder of the Jehovah's Witnesses, wrote and published some books known as Studies in the Scriptures
In vol.1 pg. 250 he said that Romans 13:1,( the Higher powers)were the Governments.

In 1927 J.F Rutherford, who was the second president, wrote a book called Creation. In it he stated that God used Russell to write and publish Studies in the Scriptures and Satan would try to destroy these books because they explain the Scriptures ! Creation pg.131

Then in 1929 Rutherford changed the teaching on Romans, he said that Romans 13:1 (the higher powers) are Jehovah and Jesus!
He also said that those who refuse to see this truth and who oppose the statement of the Watchtower .....have dropped out and have gone into the dark! Preservation pg.98 1932

He said that people who hold that the (Higher powers) are the Governments, deceive themselves and deceive others! Being selfish, they have become blind to the revelation of God's truth. "God shall send them strong delusion, that they should believe a lie."

In 1944 Nathan Knorr, who was the third president said that it is a libel (action of crime) upon God and a reproach to His name for religious clergymen to solemnly teach that such worldly kingdoms (Governments) are "ordained of God". Romans 13:1 The kingdom is at hand pg.53

In 1959 they wrote some history of the teachings
of their organization. Referring to Romans 13:1 . They wrote, When the Society began to be freed for further preaching work following World War 1, they soon realized they had been held in spiritual bondage too in many ways. There were many false doctrines and practices that had not yet been cleaned out of the organization. Not all of them were recognized at once, but gradually over the years that followed it became evident to what extent the brothers had been in Babylonish captivity at that time. With considerable misunderstanding they had accepted Governments as the (Higher powers) Rom.13:1

They even refer to Studies in the Scriptures at the bottom of the page! Are they refuting Russell,
Even after Rutherford said that God used Russell to write those Books? They sure are!

Now after all those comments about being in the dark and that people are deceived and deceive others and that it is a reproach to God.
And what about being selfish and blind, is God sending us a strong delusion, that we should believe a lie?

To teach that Romans 13:1 refers to the Governments as the (Higher powers) is a False teaching they said! That was Cleaned out along time ago! The brothers were with considerable misunderstanding they accepted the Governments as the Higher powers!

Low and Behold guess what they said in 1963!
In spite of the end of the Gentile times in 1914 God permitted the political authorities (Governments) of this world to continue as the HIGHER POWERS!
And the 1980 Watchtower said, At Romans 13:1 we read: "Let every soul be in subjection to the superior authorities," that is, to Governments!

They went right back to a doctrine that they said was false. Can you really put your trust in their organization? And can you believe that they know the truth about God's word the Bible?

Here's one from the May 15, 1976 pg.298 Watchtower, If they only knew that they were talking about their own Organization!

It is a serious matter to represent God and Christ in one way, then find that our understanding of the major teachings and fundamental doctrines of the Scriptures were in error, and after that, to go back to the very doctrines that, by years of study, we had thoroughly determined to be in error. Christians cannot be vacillating."wishy-washy"-about such fundamental teachings. What confidence can one put in the sincerity or judgment of such persons?
