On February 17th, 1929, in Corpus Christi, Texas, groups of dedicated Americans who wanted to better the lot of Spanish surnamed bilingual citizens started the League of United Latin American Citizens. LULAC the oldest and largest Hispanic organization in the United States is also the largest in Indiana.
In 1956 J.B. Casas of Houston Texas, a special LULAC organizer under Felix Tejirina, came to organize Chales Toribio, Valeriano Heranandez and David Cerda in the Chicago pioneer Council #288. David Cerda was elected president. They also helped organize other councils in Iowa, Michigan and Wisconsin.
They attended a meeting in East Chicago, Indiana. Present at this meeting were Angelo and Mary Machuca, Robert and Ann Vasquez, Adolph and Terry Serna, Oscar and Olivia Cruz, Magdaleno Lopez, Frank Casillas, John Segovia, Luis Martinez and Cipriano Hernandez. Angelo Machuca became acting state director; Ann Vasquez and Frank Casillas were appointed district directors. Bob Vasquez became president of LULAC council #290. The first installation banquet in the Midwest was hosted by Council #288 in Chicago in September, 1956.
The first LULAC National Convention attended by Midwest LULAC members was in Anaheim California, June 1957. In this convention, the Midwest was influential enough to have a 3 year rule waived, allowing Mary Machuca to run for a National Office. Se was elected the second vice-president. Angelo Machuca was appointed special organizer and Bob Vasquez to state director.
Bob Vasquez presided over the first and second State Conventions. Mrs. Vergie Rocha from DeMoines Iowa was elected second vice president in the Laredo Convention of 1958.
In 1961 in Phoenix, Bob Vasquez was elected first national vice president and was re-elected in El Paso in 1962. Cecelia Martinez of East Chicago, Indiana was elected second National Vice President.
