        I do not believe I owe the Ashland,Ky.Occupational License Fee ( OLF ) for the time spent working on U.S. Postal Service federal property which is located beside and not within the City of Ashland, Kentucky. As you know the aforementioned post office is situated beside Ashland, Kentucky city property on it's north, south and west sides, but it's east side touches state property that provides egress through this state property that cuts completely through the city property to other state / city / county property. As you know the dictionary defines the word within as to surround something.
        Further, it is my understanding that there is a legal rule that is commonly applied in relation to litigation between insurance companies and their customers when disputes arise concerning the fees or money they owe when there is language in the insurance contract that the insurance company unilaterally wrote regarding vague and ambiguous language. When the language is found to be vague or outside the dictionary definition the argument is found in favor of the party who did not write it because the party who wrote it had the opportunity to make it clear and did not. This logic I understand comes from the unjust enrichment doctrine of law regarding fairness.
        Further, I do not work for an employer in Ashland, Kentucky. The Blacks Law Dictionary defines employer as: One for whom employees work for and who pays their wages or salaries. For your information my employer's headquarters is beside Washington, D.C. and I am paid by them. The money I receive from my employer comes from another state and does not originate from or within Ashland, Kentucky. Further, I'm upset because I continue to pay the fee due to your threats of legal reprisal made to me or others, while you promise litigation against those who do not pay now for over 2 years and have not carried out and completed this said promise. I understand you are sure to loose those cases now because of the Doctrine of Laches  and later loose against future new non-payers because of legal equality statues, plus you must be able to prove exactly to the penny how much some one owes or a judge will not uphold you.
        Enclosed is a payment made only due to your threats of legal reprisal and not because I believe I owe the OLF. You claim I owe the fee on all hours worked on federal property and city property for which I refute. As you know a tax and a fee are different in law. W-2s are for taxes, not fees. Since your fee is not a tax the W-2 is not relevant or necessary in this instance. Further, a W-2 does not specifically identify how many hours were worked inside or outside Ashland, Ky. City limits. I don't have a W-2 for you, but if you need one I'll be more than happy to order one from my employer or take other measures to get one for the applicable year after you pay me $800.00  for divulging such personal and sensitive information such as my social security number which is protected by the Privacy Act and time and money spent retrieving such information.
        I understand the interpretation of said OLF does not require I pay the fee for work performed outside the city limits even if my employer was within the city limits. It's my opinion, your form used for paying such fee does not correctly identify where I work as per legal definitions and is designed to help your future legal arguments and injure mine. I would be telling a lie if I completed your form that does not allow for time I work on federal property. Also, the USPS to my knowledge does not have a pay code(s) that identify when I work in or outside the city. These codes are national codes and not local codes and would apply in all U.S. states no matter where I was working. Because USPS workers are subject to work inside and outside city limits and there is no records kept on this and because the OLF only levies a fee for the hours worked in the Ashland, Ky. city limits and because my employer has never allowed me to track such info on a day-to-day basis it is impossible for me to have an exact figure on working in or outside the city and because there is not a sign on every city street in Ashland, Kentucky identifying when you leave or enter the Ashland, Ky. city limits I don't always know exactly whether I'm in or outside of the city.
        So to the best of my knowledge I worked the following hours within the City of Ashland plus hours on Federal Government Property commonly called the U.S. Postal Service which serves the Ashland, Kentucky area, in the year listed below and multiplied these aforementioned hours times my applicable hourly wage for this year in question and then multiplied this figure times 1.375 % and then accurately considered and applied any applicable deductions, interest , penalty as defined in the aforementioned OLF and came up with the following amount. A check or other mode of payment for the above is enclosed in the following listed amount. If you disagree with any of the information on this document please respond and identify and specify any area(s) of disagreement within 30 days. Any disagreement with above by you is hereby refuted for future reference, unless I indicate in writing otherwise at a later time.
