William Baillie was born in Scotland. His military service papers list his next of kin as S. Baillie of 35, Scotia Street in Glasgow.

Baillie originally enlisted in the 4th Field Troop, Canadian Engineers and was subsequently transferred to the 3rd Field Company, Canadian Engineers at Valcartier, Canada on the 26th of September 1914. He served in this company as a section Corporal and saw active service in France and Flanders with the 2nd Canadian Division. His unit took part in the following major actions:

Flers-Courcelette: 15 September 1916
Thiepval: 26 September 1916
Vimy: 9 April 1917
Third Battle of Scarpe: 3 May 1917
Hill 70: 15 August 1917
Passchendaele: 26 October 1917
Arras: 28 March 1918
Amiens: 8 August 1918
Scarpe: 26 August 1918
Drocourt-Queant: 2 September 1918
Canal du Nord: 27 September 1918
Pursuit to Mons: 28 September 1918
Cambrai: 8 October 1918

2nd Corporal Baillie survived the war. For his service he was awarded the 1914-15 Star, British War Medal and Victory Medal.
