Charles Arthur Whitten (1909-1994)

Charles Whitten was born in Redfield, South Dakota, in 1909. He received his A.B. (in mathematics) from Carthage College in 1930. Before graduation he was recruited by William Bowie for the U.S. Coast and

Geodetic Survey, and he spent his entire career there, retiring as Chief Geodesist in 1972.

When published, shown on a survey document, or included in an electronic file, coordinate values for the National Geodetic Reference System (Federal and Cooperative Base Network stations within California), CSRS, and California Coordinate System shall be time-dated with an epoch date.  The epoch date shall be the time (date) the coordinates are valid.
