What is a METNAV technician?

It is a military acronym for a METeorological/NAVigational technician. They are responsible for maintenance on ATCALS (Air Traffic Control And Landing Systems, comprised of instrument landing and navigation systems), weather forecasting equipment, and RADAR users stations (at some locations).
