May 9, 2000 Synopsis The meeting was held at the home of Joyce and Dave Hersch and commenced at 7:00 p.m. The BOD members present were Dave Hersch, Stephanie Finney and Craig A. Tallis with Landscaping chair John Missey also in attendance. Lee Tallis, Joyce Hersch and Ray Hermeyer observed. Rickie L. Edwards was absent due to sickness. The April BOD meeting minutes were read, approved and placed in the Village files by Stephanie Finney, Secretary. Treasurer’s Report was not presented inasmuch as there has been no Treasurer appointed to replace Loretta Wallace. Loretta did indicate to Dave that she would participate in picking up dues payments and miscellaneous mail on a temporary basis. GENERAL BUSINESS 1. Dave stated that Village members should be advised regarding who to call when emergencies arise. He stated that he received a phone call from a resident reporting loud, unruly event near his home. All members should be aware that the proper person(s) to call are the emergency services, i.e., Sheriff Department, Animal Control, District 7 Fire Department, etc. Members of the BOD are not qualified to respond although a later report of the event should be passed on to the BOD members. (See Village Voice article). 2. Dave pointed out that there is a section of the Converse Road fence that has again been broken by students from the school. The fence has been repaired numerous times. The BOD has decided to install a gate for the children’s access to the green belt from the school. Dave plans to contact the school principal and advise him of this solution and to advise the students to continue using the nearest crosswalk to gain access. OLD BUSINESS 1. John Missey, Landscape Chairman, was given authority to contact a landscape company to spray all green belts with weed abatement treatments. NEW BUSINESS 1. The BOD has determined that this is the year to review the Winchester
Village CC&R’s; a process that was placed on hold a few years ago.
A petition will be developed and Joyce Hersch will coordinate recruiting
of individual street teams to inform each owner of the changes and get
their approval prior to revision. Only property OWNERS, not renter’s/lessee’s
will be contacted. Any Village property owner should submit their
suggestions/concerns directly to Joyce Hersch via the Village mailbox,
2400 SE Hastings Lane.
2. It has been brought to the BOD’s attention that an increasing amount
of rats have been seen in the past few weeks. All residents should
be aware that the rats particularly like bird feed, especially when readily
accessible in low mounted feeders. (Possible solutions for the problem
have been placed in the May Village Voice.)
3. The next priority of Village maintenance business is the treating
of the road surfaces. John Missey and Rickie L. Edwards walked the
streets to investigate the amount of resurfacing/repair needed. They
reported that materials for filling holes/cracks is ready available and
that the work could be performed by enlisting a working party to spread
the material.
4. Lee Tallis volunteered to meet with Bob Ehrman to discuss the possibility
of her assuming the job of Village Bookkeeper. Bob as a program developed
and on a computer disc that can be transferred to her computer. If
Lee feels she is able to fill the position, the official Treasurer position
would possibly be filled by Mel Lord-Unruh who would also assume Loretta
Wallace’s previously held board position. Lee will meet with Bob
as soon as possible and notify the BOD.
5. The BOD reiterated its on going credo of accepting/welcoming input from every property owner. Your BOD is working hard to re-vitalize Winchester Village as a unique community wherein everyone has the right to present their views/concerns/suggestions to a group of resident volunteers willing to LISTEN and ACT in every members behalf. The May 2000, BOD meeting was adjourned at 9:00 p.m. The full
minutes are on file in the Village files for every residents information
simply by contacting Stephanie Finney, Secretary, at 895-1599, after 7:00
p.m. daily.
