We are sure that all Village homeowners want to join us in thanking the previous Board for their
hard and on-going work and many
accomplishments.  Winchester Village is a unique community of which we all can be proud.

We believe it will be a great experience to work with the 2000 Board you have elected to make
further strides in making Winchester Village an even better place we can be proud of and able to help make it a friendly community to live in.

Our February BOD functional meeting will give us an opportunity to prepare our mission statement on the areas on which we intend to focus our
attention in the coming year.  In this way we will be able to plan, budget and schedule so we get as much as we can for our Village investment
dollar.

It is your Board’s belief that each of you have the right to participate in the operation of YOUR community. YOUR VOICE must be heard.  And for this reason we have decided to inaugurate, in the near future, a means by which you can add your suggestions, observations and complaints.  WE HAVE designed the means which you can register your suggestions, observations and
complaints and a copy is attached. 
We know that Winchester Village belongs to each of us and your 2000 BOD realizes you have every right to participate.  That opportunity is now
available and all WRITTEN and SIGNED forms will be reviewed by the BOD.

Septic System
Update

1. Met with Tom Wiggins, ENVIRONMENTAL HEALTH SPECIALIST at Givens Community Center, 1026 Sidney Road, Room #130 on 3 January and received some enlightening info:

a) Though there is no grandfather clause on the old system, it is not necessary to update immediately. In Tom's words, "if it ain't broke, don't fix it."

 b) Annual pumping of tanks is more harmful then beneficial.

 c) Annual sludge test and documentation of results is required.

RECOMMENDATI0N:

a) Continue installation of alarm systems for those systems having electric pumps.

b) Red's Electric Motors, Inc., 2300 6th Street, 377-3903, can repair pumps at very reasonable price and replace for 1/3 the price of anyone I know of.

c) Don't get excited about clogged baffles. That is one of those things that go with the territory. All baffles can be cleared while conducting sludge test. (About 30 seconds at most).

 d) Replace existing risers as necessary or as money allows.

 e) Have two people present when negotiating a contract

 COMMENTS:

(1) I was impressed with all of you at the December meeting. Sounds like a dynamic group to me. Haven't seen this much pizzazz on the Board for a long time.

(2) Might be a good idea to put Tom's card in the septic log. Respectfully submitted:

During our Annual Membership meeting, last September, Barbara Buckley asked for assistance in collecting coupons.  Barbara sent a Thank You card and asked we put her
comments in the Newsletter:

“I want to thank each and everyone that helped out on the coupons.  I appreciate all your help.  It turned out another success and we couldn’t have
done it without your help.
My grandson Ryan thanks you, also.
