The Winchester Village Homeowners 

Association BOD sincerely acknowledges the "Spirit of Volunteerism" within our community. Various members have been seen exterminating weeds; picking up general trash belonging to "others" (I.E. cigarette butts, coffee/soft drink containers). A special thanks however, goes go to Chuck Calandar, Lot #10 (Jimmy's dad) who took the time to assist in the re-adjustment of the Village entrance watering timers. The current BOD was never given the combination to the timer boxes. Chuck was instrumental in the installation of the original watering system/timers, so his knowledge is invaluable. Let's have a tip of the hat when we meet his classy Black Ford Pickup on the street. Jozseph Gyorgy (Lot 81) stepped forward to offer his expertise on the streetlights as needed. Mel Lord-Unruh, Bob Southland, Carl Newman and  “yours truly” constructed and distributed the new lightweight sprinklers.


UNWELCOME RAMBLINGS

The BOD will be minus members in the VERY NEAR FUTURE. vice-President, Rickie L. Edwards and his wife Wanda (Insurance/Contract Coordinator) are moving on.. a great distance as a matter of fact. Wanda is currently employed as a Federal Contract Administrator and has the distinct honor of being selected for the same Position in the Boot of Europe - Italy - for a five-year term! Rickie opted to retire from his federal position early and will accompany Wanda to the "Land of Chianti, Olive Oil, Pasta and Pizza", and constant genuflecting! CONGRATULATIONS to both of you.. you will be missed! Secretary, Stephanie Finney submitted her resignation to the BOD effective July 31. She and our versatile Landscape Coordinator, John Missey have purchased acres of property with a home. Their moving means we will need a landscaping project coordinator immediately that can tend to our landscaping and streets improvement projects.  John will purchase the materials and has been given that authority. He will store them in the Village garage.


WHAT DOES THIS MEAN 
TO ALL OF US???

Craig A.  Tallis has been elected to serve the remainder of Stephanie's term but the file cabinets will be housed in the Village garage under appropriate lock and key. In less than five (05) months we will be asking for your choices for a year 2001 BOD volunteer leadership from within Winchester Village! Members MUST step forward and make the commitment to serve. We need help with landscaping supervision and numerous other maintenance programs. The same residents should not be expected to step forward over and over again:
THERE IS AN ALTERNATIVE    STEP UP TO THE PLATE!


SUGGESTIONS ANYONE?

One long-time Winchester Village homeowner mentioned the other day, that he had some suggestions/ideas that could be accomplished in our community. The means for submitting all suggestions/ideas is available, without attending a board meeting.  If any of you see a problem that needs tending; have an idea for improvement, or whatever, PLEASE, PLEASE submit your thoughts to your Board of Directors. None of us, I repeat none of us, are clairvoyant...we do not read minds -- write your thoughts down place them in an envelope and drop it in the village mail box at 2400 SE Hastings Lane.  We guarantee your idea/suggestions will receive the consideration that it always deserve.  WE DO NOT ALWAYS GUARANTEE THAT YOUR IDEA IS A VIABLE ONE TIIAT WILL BE IMPLEMENTED. But suggest anyway...it costs absolutely no postage!!!! All suggestions MUST be identified with your NAME and PHONE NUMBER! Your suggestions will always remain CONFIDENTIAL.  (A copy of the form is attached)


GREEN BELTS - COMMON AREAS

Those of you with homes bordering on the various green belts, should have noticed a brand new means of watering the area.  Thanks to your neighbors Mel  Lord-Unruh  (the engineer), Carl Newman, Bob Southland and Craig A. Tallis, you now have very lightweight, movable sprinklers to use. Especially since the Village pays the waiter bills, May through October our green belts should now start looking beautiful. YOU WILL BE REIMBURSED! To receive reimbursement and to estimate what your cost of watering is-- when you receive your Annapolis Water bill, continue to pay it.  But submit a copy of the bill to the Treasurer and you will receive a check for the difference between $19.20 (the basic bi-monthly Annapolis rate) and what  your billing reads! The BOD has offered this perk for a few years now. It is our way of keeping the Winchester Village Community green. Incidentally the front entrance areas are automatically watered by timer so no sprinklers are necessary.


VIGILANTE JUSTICE

Comments have been overheard about some of our Village residents "arming themselves" against future paintball attacks and adolescent intrusions and noise in Winchester Village No Village resident is in any way authorized to take any law into his or her own hands. In all cases of disruption call 911 call for a Sheriff's intervention and assistance is the ONLY correct answer to the situation.  Also, DO NOT call BOD members except for passing on information. No member is equipped physically or legally to act

PAINTBALLS!

Some residents of the Village have recently experienced the "Paintball Fad". The BOD has been notified, and quite frankly there is nothing to be done! The Sheriff's Patrol will not respond since there are very seldom injuries or major damage sustained.  The substance used in the paint bells themselves is comprised of materials that are quickly washed off. We, as your BOD, are not happy with the situation either . . but there is no way that the perpetrators can be located.  WHAT IS MORE DISGUSTING however, is the fact that some Villagers have been overhead suggesting "arming themselves" with shotguns and such. NO. NO. NO! It is almost a certainty that some one, not the perpetrators, will get injured OR WORSE! Our community is NOT a vigilante village. Please, always keep in mind that young people are also residents, all schools are out, and they come and go quite often as young people and their friends are apt to do... we could very easily be mistaken in our haste for retribution


IT SURE WOULD BE NICE...but

most residents, renters or lessees, continue to work very hard on their yards... and overall the Village looks great. . THANKS TO ALL of you that have participated.  There are those of you unable or unwilling to tend to your yards, i.e. weeds, dandelions, etc., you will be contacted by the BOD with suggestions on what can be done. If you need help, it is available... Stephanie Salazar, 895-8362 and her coworker are able and willing to help and anxious to earn spending money!!!. We have taken care NOT to embarrass anyone - you know who you are! But again, ALL OF US LOSE because our home values depreciate as well!


Many residents have again submitted complaints about dog droppings in the common area.  Some of the doggie owners have actually been seen watching their dogs eliminate! Others have simply turned their dog loose!  May I suggest that you step forward at that time, suggest that the owner/owners utilize plastic bags? If they continue to be uncooperative, give their names to any member of your BOD and action can then be taken.

... a thought or two to consider...
for the first time in a very long time Winchester Village Homeowners Association has enjoyed an elected Board of Directors  READY, WILLING and ABLE to address the needs of our community as a united team! However, your BOD has come to realize maintaining our Village can be an exhausting, time consuming task. We are fortunate to have neighbors willing to jump in and complete tasks that need attention without being asked; the septic system, the green belt project, sprinkler design and placement; fence mending; all projects Winchester Village requires. The BOD recognizes, and appreciates, the efforts of those individuals willing to help But, READ ON...

half of our present BOD's term of office has expired... the Fall meeting will demonstrate once and for all whether there are enough members willing to join in. Dave and Joyce Hersch, Mel and Alice Lord-Unruh, Rickie and Wanda Edwards.. all will proceed on to other endeavors be it new work
environs, or participating in the annual southwesterly migration! The question is whether an elected volunteer BOD type system can continue to work! If there is no Board of Directors to lead, the obvious choice will be to contract for the services of a property manager to administer the Village.  Consider that a professional property manager system would not only raise dues but, a manager would also tell us when and what to do; when our yards would be mowed; who could use our green belt parks; and on and on. I KNOW that some very serious thinking~ is required of each and every one of us.  Other property owner members should now stand up and take a leadership role and show they are willing to help; to lead; to take responsibility... or the alternative will be perused.  Lee and I, as well as others, I'm sure, have lived under the guidance of a community manager. IT IS NOT PLEASANT!!!!

and Yours truly profusely apologizes for the current Village Voice format. I do not offer excuses, rather, I again defer to BOB EHRMAN's prolific expertise. Should Bob and Magdalene alight in their Village home in the not too distant future, I will attempt to submit to his training program again.


QUESTIONS AND ANSWERS

Q. Does the landscaping crew empty their grass clippings and trimmings m the dumpster?
A: NO - they haul their own clippings - part of the contract

Q. Is the dumpster used for other than grass clippings?
A: NO - it is provided for clippings and shrubbery trimmings only. 
NO CARDBOARD BOXES, 
NO STYROFOAM, 
NO PLASTIC WRAPPED GARBAGE.

Q. Is there a person responsible for sweeping around the mailboxes and/or the streets?
A: NO - it is all residents' responsibility to keep our areas swept and clean!

Q. Will authoritative action be taken should adolescent noise in the Village again be disruptive?
A: Dave has contacted Arthur on previous occasions and will again point out that absolutely NO disruptive music or voices will be permitted. He will also direct Arthur's attention to the loose dog situation.

Q. Will there be action taken to amend or revise our CC&R's this calendar year? If so who will
contact us? We have heard rumors that a canvass of the Village property owners will be made.
A: Yes and Joyce Hersch has assembled team members to canvass the streets, answer questions and request your approval or disapproval on a form she will provide for presentation to the BOD. This canvass Is scheduled to take place prior to the middle of August. .
