The Village Sadly
Looses An Outstanding
Resident
All the residents of Winchester
Village were saddened by the loss of one of “ours.” Frank Jaloma’s
untimely passing was a shock to
everyone and he will be
sorely missed. Frank gave 110% to the village during his tenure of
President of the BOD and his contributions to
the betterment of the village
will go on as a tribute to him.
May God Bless. Your
loss, Elsa, is ours as well.
Common Area
Maintenance
Your BOD has received many
responses to an article in the February issue of the Village
Voice regarding green belt
maintenance. The BOD has ABSOLUTELY NO INTENTION of cutting back on green
belt/common maintenance or general upkeep. We only suggested that
much of the green belt/common area upkeep could POSSIBLY be accomplished
from volunteers from within the Village. Examples could be trimming
and/or cutting of
plants/shrubs within the
belts, cleaning areas around the mailboxes, trimming the entrance, area,
etc.
Other volunteers,
your elected BOD included, have already spent many hours accomplishing
tasks that would have been done by paid
professionals. In
order to save money from the Village Treasury, costs must be cut - and
this does include green belt maintenance. The
Village paid over $6,000
(some leftover from 1999 bills to be paid) for the recent in depth upgrading
of the septic systems. The attached Custom Report easily directs
everyone's attention to what has been spent and where.
Cats and Dogs
A neighbor called last week
to inform a member of the BOD about an attack upon her cat by a passing
pair of stray “large dogs.” In this instance the wayward animals
actually entered
her back yard and proceeded
to harm her cat. We must remind Winchester Village pet owners, that
all animals, cats or dogs, must be licensed and kept in control of the
owner(s) at all times and are not running loose un-attended. Remember,
CALL ANIMAL CONTROL, NOT the BOD, if you are experiencing difficulties
with loose animals. (Their number is printed below.) NO MEMBER
of the BOARD is either willing or physically
able to catch any animal
on the loose. That is a job for professionals. We welcome your concerns,
but always contact ANIMAL CONTROL FIRST!

Landscaping
Contractor Sought
The next immediate agenda
items for the Village, the asking for and receiving of cost agreements
for the Village Landscaping. The BOD has authorized John Missey,
Land-
scaping Chairman, to accomplish
this goal as quickly as possible. Keep in mind that bids for the
fertilizing and thatching of the green belts will also be investigated
as a separate issue
from the mowing project.
Loretta Wallace is correct in her meeting assessment that “we are now in
the Spring, and many of the green belts
sorely need attention.”
Keep in mind that landscaping is very expensive. Thus our urgent
requests for working groups to spend an occasional half day on a Saturday,
perhaps, in
accomplishing the pruning
of shrubs around the green belts and the entrance.
Illegal Dumping
One alert Village resident
alerted the BOD that an “early riser” has been seen dumping items in our
dumpster. Immediately after this observation, Bob Southland found
numerous
containers which contained
toxic waste materials. As has been said before, this is a “breaking
of the law” event, AND IS NOT ACCEPTABLE. For this reason the dumpster
has again been moved, this time to the
opposite end of the lot
on which it is presently located, close to a nearby street light.
If ANYONE sees a suspicious vehicle and/or persons dumping, please make
an attempt to
get the license number and
general description of the car/persons.

Volunteer Committee
Wanted!
The BOD has yet to receive
any favorable responses regarding our proposed WELCOMING COMMITTEE VOLUNTEERS.
The job is NOT a big one - but a pleasant one - welcoming newcomers to
our unique community and meeting new neighbors. Again, we need YOUR
volunteer spirit - please call Lee Tallis at 876-2732 or Loretta
Wallace at 874-0641.
SEPTICS, SEPTICS,
SEPTICS
The overhaul/pumping/checking
of ALL the village septics has been accomplished. Again, costs are
as indicated in the attached Custom
Report furnished by Bob
Ehrman. When checking the report please note that of the total cost
of Septic System Project, $2,125.04 was left over as unpaid septic bill
from fiscal year
1999. As of this date
all septic repair costs have been paid and invoices are on file.
Again, thanks to our volunteers, Bob Southland and Carl Newman, an important
project has
been completed. The
only further expense as regards septic tanks, will be providing for an
on-going maintenance system, which is under
consideration by Hemsley’s.
Keep in mind that the #1 upkeep project in this community will always be
the septic system. They are our wastes lifeline and must be the first
order of
business. Please see

of the Village residents.
Well, the Mail Box was empty,
once again. Remember this is your forum to sound off and/or praise
or just speak your piece. In the meantime we shall assume that everyone
in the Village is happy and content with everything in the
Village.
