WELCOME HOME!
“Welcome Home” to Winchester
Village “Snowbirds” who have made the annual migration home, similar to
the “Swallows of San Juan Capistrano!” Those who successfully
completed this annual event include Dave and Joyce Hersch; Ray and Karen
Hermeyer; Jerry
and Sharon Cole, Charlie
and Ellie Hunt, and Melvin and Alice Lord-Unruh. Apologies to those
we may have missed, but a hearty welcome also.
While You Were Away
During your southern migration,
updates were made in the Village septic systems thanks to the able leadership
of our Septic Tank Coordinator, Bob Southland and also with the assistance
of Carl Newman. Carl is also keeping a very watchful eye on the conditions
in the Village and has already mended many fences (literally).
A renewal of the Village's
landscape agreement with Progressive Landscaping has been accepted and
the green belts are looking better every day. John Missey has done an excellent
job as volunteer Landscaping coordinator and is continuing to accept and
review bids for the green belt fertilizing.
A Welcoming Committee has
been formed which includes Lee Talus, Dorothy Crieger and Sharon Cole.
These ladies make it a point to welcome newcomers to Winchester Village
in an attempt to help them overcome the hurdles of moving into a new environment,
particularly with questions pertaining to the Village.
Another "new" concept in
the Village, is the membership suggestion/complaint form which has been
distributed to all residents. Utilizing this form allows your BOD to address
your Suggestions/complaints in a timely manner. Utilization of the form
is very simple with the only absolute requirement being that the form must
be signed, with your phone number
indicated and your writing
legible. Phone calls to your elected BOD, while welcome in some instances,
will not facilitate your suggestion/
complaint. The form must
be utilized, will be reviewed by the BOD and will be in the official Village
files maintained by the Secretary.
Neighborhood Watch
The Winchester Village BOD
has decided
to enlist the help of the
KITSAP COUNTY SHERIFF DEPARTMENT in starting a Winchester Village "Neighborhood
Watch" program. We will notify everyone of the time for informational discussions
by the Department. If any member has a concern or comment regarding the
"Neighborhood Watch" program, please place a note in the Village mailbox,
2400 Hastings Lane SE addressed to the BOD.
Rat Invasion
Residents have reported to
the BOD that rats are becoming more and more prevalent within the Village.
Rats normally will eat most anything but are especially fond of bird food;
those having low mounted feeders should be particularly
aware. All residents are
strongly advised to place DECON tablets under their decks, sheds and other
outbuildings to reduce the rat population. It is suggested that residents
that have feeders place a catch of some type immediately under the feeder
to catch bird seed before it hits the ground. Village BOD has no
plan to call a pest control company for extermination at this time.
BOD Treasurer
Position Remains Filled
Loretta Wallace has advised
the BOD that she will not execute her previously submitted resignation
from the Board unti a new Treasurer or system has been found. It is possible
that an independent accounting firm may be utilized to
maintain the Village books,
especially in light of Bob Ehrman's resignation. Bob has industriously,
professionally and above all
magically maintained the
Village accounts
for quite some time...and
it is for this reason that a professional accounting firm may be utilized...unless
a knowledgeable volunteer from within the Village membership steps forward.

Who Do You Call?
“911!”
It is never pleasant to inform
members of problems within Winchester Village, and this is no exception.
Members have submitted complaints to the BOD pertaining to unruly disturbances
created by juvenile visitors to the community. Keep in mind that the adult
member/resident responsible,
whether a property owner or a renter, is ALWAYS held accountable for any
unsettling disturbance or event that occurs created by their guests or
kin. Whether
participating in the disturbance
or not, the ADULT is responsible for the juveniles actions. Article 7.2
of the CC&R's clearly and emphatically sets forth the rules pertaining
to "Noxious or Offensive Activity" within the Winchester Village community.
This article is not intended as a suggestion...it is a legally binding
RULE and disruptions within the community simply will not be tolerated.
Anyone
observing or hearing of
an unruly event, CALL THE SHERIFF DEPARTMENT IMMEDIATELY (not a Board member).
Owners/residents are reminded that all enforcement costs are the responsibility
of the owner/resident and legal action will be taken.
Kudos
Kudos’ are extended to Winchester
Village members who have already commenced the grooming of their property.
Our "unique home community" is looking better, exhibiting your pride and
work. As always, there are some who are "late" in getting started with
their individual property grooming. We trust that your grooming process
will begin shortly. For those of you that need assistance, there is a pair
of young folks
living in the Village, Stephanie
Salazar and Jay Wright, who offer mowing and weeding services for a very
reasonable fee. Should anyone need their service, simply call Stephanie
at 895-8362. Their work has been observed and they do a real good job of
it. Remember, that the areas immediately in front of individual property
are the responsibility of the individual not the landscaping crew and should
be kept swept.
More Kudos
Not enough Kudos’ can be
said, but the BOD thinks we all should be thankful for the willing and
caring volunteerism of Bob Southland, Carl Newrnan, Bob Ehrman, Wanda Edwards,
John Missey and our "Welcome Girls" for their on-going assistance in behalf
of our community.
When you see them, give
a wave, a holler or a hearty "thank you!" They, and others, are helping
to keep our community the unique place that it is! THANK YOU, THANK
YOU, THANK YOU!
CC&R Revisions Needed
The 2000 BOD has determined
that revisions need to be made to some sections of the CC&R's; and
an ad hoc committee will be formed to take over that responsibility. Any
OWNER of property within Winchester Village, NOT Renter’s or Lessee’s,
can forward their concerns or recommendations to the BOD, by simply placing
your legibly written comments
(preferably typed) in an
envelope and insert it in the Village mailbox, 2400 SE Hastings Lane, clearly
addressed to Joyce Hersch. Please be aware that your elected BOD will,
in all cases, review your comments; but your comment/
suggestion may not necessarily
be do-able or
acceptable to Village members
as a whole.
But rest assured YOUR voice
will be heard and your comments will be acknowledged.
Well, the Mail Box was empty,
once again. Remember this is your forum to sound off and/or praise
or just speak your piece. In the meantime we shall assume that everyone
in the Village is happy and content with everything in the Village.

Just Say No!
Speeding Still A Problem
Is it really a problem to
drive 15 MPH within the Village streets? I don't find it to be.
Why do a select few have the "right" to drive 20 or even 30 MPH?
Come on folks, we have kids
playing in the village, people walking, people on bikes and so forth.
Give us a brake here!
